1. OVERVIEW
Brunswick County is soliciting informal bids for the replacement of two (2) 5,000-gallon
aboveground storage tanks (“ASTs”) located at the Tri-Beach Fuel Site, 854 Sabbath Home Road
SW, Supply, NC 28462.
2. SCOPE OF WORK
Brunswick County has established the following objectives for this project. Any changes to the
specifications or Scope of Work will be made in the form of an Addendum to this Invitation to Bid
and will be supplied to all known prospective contractors and posted on the Brunswick County
website. Notwithstanding the foregoing, contractors will be responsible for ensuring that they have
all addenda. Brunswick County may negotiate and refine the final Scope of Work with the selected
contractor. Brunswick County reserves the right to negotiate additional services with the selected
contractor at any time after the initial contract award.
• Contractor shall submit cut sheets for proposed equipment components including tank
fabrication approval drawings.
• Contractor shall prepare and submit required aboveground storage tank (“AST”)
removal and installation permit applications.
• Contractor shall remove residual product from two (2) existing 5,000-gallon gasoline
and diesel ASTs, product piping, dispenser, sumps, and fill lines, and properly degas
storage tanks for safe transportation. Brunswick County will remove product from tanks
to <6” prior to the contractor beginning work. Contractor shall be responsible for
disposal of all residual petroleum and rinse water generated during tank and pipe
cleaning at a permitted off-site disposal facility including, without limitation, providing
disposal manifests for the disposition all residual liquids.
• Contractor shall remove existing aboveground steel piping necessary to remove
existing ASTs (including any piping in existing underground transition sump), tank
vents, valves, and spill boxes. Aboveground stainless steel flexible connectors attached
to existing dual product dispenser shall be capped for re-use with new replacement
ASTs. Existing tank clock gauges, floats and chains, tank high level alarms, submerged
turbine pumps, mechanical line leak detectors, and external housings, 2” Standard
Temperature and Pressure (“STP”) ball valves, 1/2” pressure relief valves and 2”
normally closed electric solenoid valve shall be removed and set aside for installation
on the new ASTs. Electrical conduit should be kept intact to the greatest extent possible
for re-use on the replacement AST system. Existing dual product
dispenser/hoses/retrievers and FuelMaster console shall remain in place for re-use with
new ASTs.
• Contractor shall provide all equipment necessary to lift and load the properly de-gassed
gasoline and diesel ASTs onto trailer(s) for off-site disposal.
• Contractor shall employ a private utility contractor to identify the location of all
underground utilities in the work area including all grounds within 15’ of the existing
dispenser and tank pad prior to any excavation activities.

• Following removal of ASTs, contractor shall sawcut, excavate, and remove the back
16’ of the existing 22” wide concrete tank pad as shown on the Demolition Plan
included in the contract drawings herein and dispose of off-site. Contractor shall
excavate, remove, and dispose of off-site the existing underground piping transition
sump and any product piping contained therein. If encountered, remnant underground
piping shall be pulled out of the ground through its 4” chase piping if possible to
minimize ground disturbance.
• All removed ASTs, ancillary equipment, piping, and concrete debris shall be
transported off-site for proper disposal with manifests provided to Brunswick County
upon completion.
• The ground void at the transition sump area shall be backfilled by the contractor with
fill materials approved by Brunswick County, in preparation of installation of the new
concrete tank footers and surface pad.
• Contractor shall excavate soils as necessary to allow for installation of two (2) 22’
(L) x 4’ (W) x 12” (Thick) reinforced tank saddles base footers as shown on the
attached drawings poured within a 16’ (L) x 22’ (W) x 6” (Thick) AST concrete tank
pad. Excess soils shall be transported for off-site disposal by the contractor.
• Contractor shall construct new concrete tank saddle base footings and surface pad as
shown on drawings, allowing adequate curing time for installation of the new 5,000-
gallon ASTs.
• Contactor shall provide all equipment and personnel to offload, set, and install two (2)
5,000-gallon aboveground storage tanks on the new concrete AST tank pad.
• Contractor shall install all necessary tank new and existing set aside appurtenances
including overfill prevention valves, submersible pumps, vents, product piping, vapor
recovery lines, and tank fill piping. Set aside clock gauges and battery-powered high-
level alarm shall be re-installed as shown on drawings. Contractor shall provide
additional chain for clock gauge float if necessary.
• Contractor shall install new 6” concrete filled bumper posts in new concrete filled 18”
diameter boreholes in front of existing fuel dispenser in the locations shown on the
contract drawings.
• Contractor shall furnish and install all necessary 8’ high overhead piping on supports
to connect new aboveground piping to existing product dispenser including new
schedule 40 painted single wall black steel piping as shown on contract drawings.
• Contractor shall connect new or set aside copper pressure relief tubing from set aside
pressure relief valves to gasoline and diesel STPs.
• Contractor shall make wiring connections to existing dispenser and set aside/reinstalled
STPs including any wiring necessary to ensure functionality with existing FuelMaster
card reader and software system. Contractor shall make necessary wiring connections
to reconnect electrical power to set aside solenoid valves. Contractor shall provide a
copy of their electrical license if they intend to perform electrical work using their own
workforce.
• Contractor shall paint all new aboveground piping and fittings with white Alkyd enamel
coating.

• Contractor shall furnish and install placards and warning signs at ASTs and dispensing
areas per North Carolina fire code and National Fire Protection Association (“NFPA”)
codes.
• Contractor shall make all final product piping connections and pressure testing per
Brunswick County permit requirements, including, without limitation, system startup.
Brunswick County will provide gasoline and diesel fuel as necessary for startup testing.
• Contractor shall provide all services to ensure communication and startup of new
product dispensers to existing FuelMaster card reader system.
• Contractor shall provide one (1) 8-hour day of training to Brunswick County for proper
operation and maintenance of all new equipment.
• Contractor shall be responsible for all professional, engineering, and other services to
obtain permits from Brunswick County for completion of the Scope of Work.
3. LICENSING
All contractors are hereby notified that they must have proper licenses as required under the state
laws governing their respective trades. General Contractors are notified that Chapter 87 of the
General Statutes of North Carolina, as applicable, will be observed in receiving and awarding
general contracts. Contractor will be required to provide proof of applicable licensure.
4. SITE VISIT
A mandatory site visit will be held on June 3, 2026, at 9:30 AM ET at the Tri-Beach fuel site
located at 854 Sabbath Home Road SW, Supply, NC 28462. Please RSVP to
donna.donahue@brunswickcountync.gov by June 1, 2026, at 11:00 AM ET.
5. QUESTIONS/ADDENDA
Questions or requests for further information regarding this Invitation to Bid shall be submitted in
writing to the attention of Donna Donahue at donna.donahue@brunswickcountync.gov no later
than June 5, 2026, at 11:00 AM ET. A copy of all questions, further clarifications and answers
will be made in the form of an Addendum to this Invitation to Bid and will be provided to all
known bidders and posted on the County’s website. Notwithstanding the foregoing, bidders will
be responsible for ensuring that they have all addenda.
Bidders are expressly prohibited from contacting any Brunswick County official or
employee regarding this Invitation to Bid, except in the manner noted in this section. A
violation of this provision is grounds for the immediate disqualification of the bidder.
6. SCHEDULE
The work shall begin within ten (10) days of issuance of a Notice to Proceed by Brunswick County
and shall be completed within one hundred eighty (180) days of issuance of the Notice to Proceed.
There may be limitations on when the work may be performed based on the operational needs of
the County. Contractor shall provide a detailed proposed schedule with its submitted bid.

7. LIQUIDATED DAMAGES
There are liquidated damages associated with this Project. Liquidated damages shall be in the
amount of Five Hundred and No/100 Dollars ($500.00) per day for each calendar day beyond
the stated duration of the Project in the Notice to Proceed.
8. BID DEADLINE AND SUBMITTAL REQUIREMENTS
Bids must be received no later than June 23, 2026, at 10:00 AM ET. Brunswick County will
not be responsible for the failure of any mail or delivery service to deliver a bid prior to the
stated date and time. Incomplete Bids or bids inconsistent with the required format shall be
disqualified from consideration.
Submitted bids must include, at a minimum, the following:
• A cover letter on contractor’s letterhead, signed by an authorized representative of
contractor, expressly agreeing to Brunswick County’s terms and conditions contained in
this Invitation to Bid and its attachments.
• The contractor’s name or company name, address, and telephone number.
• For companies, the North Carolina Secretary of State identification number (SOSID) for
the company’s organization or qualification to transact business in the State of North
Carolina.
• The name, address, and telephone number of company representatives with the authority
to answer questions or provide clarification regarding the bid’s contents.
• A list of key personnel to be assigned to perform the services and each person’s
qualifications. Personnel should possess relevant and diverse knowledge and expertise in
their respective fields.
• The names of any and all subcontractors expected to perform services in connection with
the project and their qualifications. Include the estimated percentage of work that each
subcontractor is expected to perform. Brunswick County reserves the right to accept or
reject any proposed subcontractor.
• A detailed Bid Form in substantially the form attached hereto and incorporated herein by
reference.
• A full description of services and processes that will be implemented and ongoing to
complete the project in the most efficient, timely and comprehensive manner. The
description should include a detailed implementation plan and project schedule, including
a proposed construction schedule, outlining the primary tasks, estimated hours,
responsibility, major deliverables, and timing, including an estimated start date.
• Certificate of Insurance as evidence that the contractor meets the County’s Minimum
Insurance requirements attached hereto.
• Proof of all licenses required to complete the Scope of Work.
