This PROJECT IS A STANDARD LOW BID PROJECT and includes GENERAL CONSTRUCTION SERVICES The work under this Contract shall generally consist of, but not necessarily be limited to, paving repairs to a portion of Fisher Ave. (+/-3,150 LF x 62’ wide), milling and replacing 2” depth of bituminous road surface, replacing all line painting, saw cutting and tying into exg. roads & parking areas and full depth repairs (500 LF x 12’ wide). The contractor will be required to maintain single lane traffic, both directions, during the duration of the project. Additionally, the Ft. Indiantown Gap Fire Dept. and Police Dept. will need to remain available for emergencies on the post 24 hrs. a day, 7 days a week, and emergency access to the airfield, potentially requiring temporary paving, phasing the work in front of these facilities, as well as ensuring unimpeded access to the airfield. ESTIMATED RANGE: .1 General - $600,001.00 - $800,000.00 ESTIMATED Liquidated Damages = (.1) $220.00 per day MANDATORY PRE-BID CONFERENCE: The Pre-Bid Conference will take place on Thursday April 10, 2025, at 9:00AM IN BUILDING 0-10 (map attached in bid documents), Fort Indiantown Gap, Lebanon County. ALL POTENTIAL BIDDERS MUST ATTEND TO BID ON THIS PROJECT. QUESTIONS DUE: April 15, 2025, BY COB 4:30PM EST DATE FOR RECEIVING BIDS: May 23, 2025, AT 2:00PM The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information. The Goals for each Prime Contract is as follows: SDB AND VBE GOALS .1 General Construction – SDB = 23.0% VBE = 3.0% There is no Bid Guaranty required for this Project.
