Questions and Answers

1. We would like clarification on the Cost Plus Fixed Fee Level-of-Effort Term subcontract structure. Could you please confirm whether the fixed fee includes the USD 200,000 ceiling amount or it is excluded from that amount?

The stated ceiling is inclusive of fixed fee.

2. The RFP states implementation will occur in "two provinces selected from West Java, Central Java, and Banten," but province selection is deferred to the inception phase. Will FHI 360 provide guidance on which provinces are already preferred, or will the subcontractor have full discretion? This significantly affects staffing plans, travel costs, and existing relationships bidders can claim.

Offerors have discretion to suggest provinces; however, these may be revised during the award negotiation process. Whichever geographic areas offerors choose in their proposal should be thought of as illustrative.

3. The RFP outlines in-person training activities for provincial, district, and community actors (page 5). Will STRIDES pay for the cost of local travel between districts, or is the Bidder expected to include local travel as a line item in the budget?

All implementation costs necessary to deliver the scope of work - including local travel between provinces, districts, and community sites for training, supervision, alert verification, and coordination - are to be included in the bidder's budget within the $200,000 ceiling. Bidders should reflect local travel as a transparent line item in the budget and explain assumptions (number of trips, locations, traveler categories) in the budget narrative.

4. The RFP mentions "risk communication and community engagement materials" (page 7). Is the Bidder expected to budget for printing these IEC materials or just for their design?

The bidder is not expected to include printing for IEC materials in the budget.

5. Are training, quality assurance, and IEC materials expected to be developed in Bahasa only, or in both Bahasa and English?

All field-level materials - training modules, facilitation guides, job aids, supervision and QA tools, case and event definitions, reporting forms, IEC and community engagement materials, and field-use SOPs - must be developed in Bahasa Indonesia to ensure usability by kaders, animal health workers, and district and provincial supervisors, and to support institutionalization within MoA and MoH systems. English versions are not required.

6. The RFP does not specify whether the pilot system should be deployed in the cloud or a government data center. Given the cost implications during the piloting phase, how should the Bidder budget for potential hosting and longer-term support?

Bidders should propose a preferred data storage approach for any data collected during the pilot. Bidders should clearly state assumptions for the approach, and, where feasible, provide indicative alternative costing to support comparability. The storage location of any data collected during the pilot will be determined in consultation with the government during the CBS design phase.
