The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract to replace sixty-nine main propulsion and auxiliary diesel engine flexible and expansion hoses aboard the USCGC HEALY. The contractor will be required to perform all on-site labor to remove the existing hoses to serve as templates, fabricate new replacement hoses, test and tag all hoses, and perform the final installation aboard the vessel.
This requirement is a total small business set-aside under NAICS code 488390, with a corresponding small business size standard of $47.0 million. The applicable Product Service Code is J020. All services must be performed on-site at United States Coast Guard Base Seattle in Seattle, Washington. The planned period of performance is from June 29, 2026 through July 10, 2026.
The Government intends to award a contract to the responsible offeror whose technically acceptable quotation represents the lowest price. To establish technical acceptability, the contractor must demonstrate the capability to meet all requirements in the attached Statement of Work, including adherence to SFLC Standard Specification 5000, Appendix C. Past performance will also be evaluated on an acceptable or unacceptable basis. To be eligible for award, the offeror must receive a past performance rating of acceptable or neutral, with neutral indicating no relevant performance history, based on government records.
The Statement of Work and the applicable FAR provisions and clauses are attached to this notice. All questions and final quotations must be submitted electronically via email to the points of contact listed in this notice by the closing date and time.
