I. Introduction
The Fox C-6 School District (“District”) is issuing this Request for Proposal for an outdoor sports
lighting system replacement (“RFP”) for the full range of lighting services that the District
requires from time to time composed of the categories set forth in Section III of this RFP (“Scope
of Service and Performance Requirements”). The District will evaluate submissions of all
providers responding to this RFP (individually, “Respondent”) under the evaluation criteria in this
RFP. This purchase is to be tax exempt and is to be paid after receipt net 90 days.
At the conclusion of this RFP, the District intends to select and contract with one or more
providers to assure that the District has a well equipped and functional outdoor lighting system.
II. Background of the District
The District is a diverse, public school district located in Jefferson County in Missouri. The
District covers approximately 75 square miles, serves approximately 11,000 students and employs
approximately 1,800 staff. The district has 18 school facilities, including 11 elementary schools, 4
middle schools, 2 high schools, and 1 specialty campus.
The governing body of the District is a seven-member Board of Education. The Administration of
the District is headed by the Superintendent of Schools.
III. Scope of Service and Performance Requirements
The Contractor shall provide all labor, materials, equipment, and supervision necessary to remove
existing stadium lighting fixtures and install a complete, high-efficiency replacement lighting system at
the Seckman High School Stadium. Work includes assessing the condition and structural integrity of all
existing light poles and reusing them whenever they are found to be safe, compatible, and
code-compliant. If any poles are determined unsuitable for reuse, the Contractor shall remove and
dispose of them and all related components, furnish and install new poles, and restore all disturbed areas
to a “made safe” condition, free of hazards, debris, or open excavations. The Contractor is responsible
for installing all lighting fixtures, wiring, mounting hardware, controls, grounding, and surge protection
in accordance with all applicable codes and high school athletic lighting standards. The completed
system must be fully operational, properly aimed, and provide required illumination levels with minimal
site disruption. Upon project completion, the Contractor shall test the entire system, provide required
documentation and training, and ensure the site is clean, restored, and ready for use.
The District’s preference is to reuse existing poles where they are verified to be structurally sound,
code-compliant, and compatible with the proposed lighting system. The Contractor shall be responsible
for all structural analysis and documentation. Any pole or poles deemed unsuitable shall be listed as an
alternate option for the project.
PART 1 – GENERAL
1.1 SUMMARY
A. Work covered by this section of the specifications shall conform to contract documents,
engineering plans as well as state and local codes.
B. The purpose of these specifications is to define the lighting system performance and design standards
for a turnkey LED lighting system. The manufacturer / contractor shall supply the lighting systems to
meet or exceed the standards set forth in these specifications.
C. This is a DESIGN/BUILD project requiring all engineering both structural and electrical to be
provided by the bidder. No additional costs will be approved by the school. The school reserves the
right to accept or reject any bid.
D. The lighting systems will be for the Football/Soccer stadium including the Track.
E. The primary goals of this lighting project are:
1. Guaranteed Light Levels: Selection of appropriate light levels impact the safety of the players
and the enjoyment of spectators. Therefore, light levels are guaranteed to not drop below
specified target values for a period of 10 years.
2. Environmental Light Control: Minimize spill light to adjoining properties and glare to the
players, spectators and neighbors.
3. Life-cycle Cost: To reduce operating costs, the preferred lighting system shall be energy efficient
and cost effective to operate. Accordingly, efficacy should be a minimum of 135 lumens/watt
and no more than 48 kW of power shall be used for the entire site (football, soccer, & track)
4. Control and Monitoring: To reduce system and labor costs and allow for optimal operational
flexibility of the lighting system, the customer requires a wireless control system. The
system shall be capable of instant on/off control to reduce energy consumption. The system
must permit multiple users with varying levels of access, and scheduling in advance based
on both time and sunset/sundown.
F. The Contractor shall obtain and pay for all required permits, inspections, and approvals, including but
not limited to electrical permits, structural permits, and utility coordination. All work shall comply
with local, state, and federal codes and Authority Having Jurisdiction (AHJ) requirements.
1.2 LIGHTING PERFORMANCE
A. Illumination Levels and Design Factors: Playing surfaces shall be lit to an average target illumination
level and uniformity as specified in the chart below. Lighting calculations shall be developed, and
field measurements taken on the grid spacing with the minimum number of grid points specified
herein. A maximum 0.95 light loss factor shall be applied and submitted for the basis of design.
B. Average illumination level shall be measured in accordance with the latest IESNA Sports and
Recreational Area Lighting requirements.
C. Illumination levels shall not drop below desired target values in accordance with latest IESNA Sports
and Recreational Area Lighting - Maintained Average Illumination standards and shall be
guaranteed for the full warranty period as specified herein.

D. Color Temperature: The lighting systems shall have a color temperature of 5700K and a CRI of ≥70.
E. Luminaires must be listed on the QPL of Design Lights Consortium® as “DLC Premium” to ensure
quality and energy-efficiency standards are met for qualification in energy efficiency programs.
F. Mounting Heights and Locations: To ensure proper aiming angles for reduced glare and to provide
better playability, minimum mounting heights shall be as described below. Higher mounting heights
may be required based on a photometric report to ensure the top of the field angle is a minimum of
20 degrees below horizontal. Poles shall be tall enough such that the BOTTOM row of light
fixtures on each pole is a minimum of 70’ above grade (mounting height). Therefore, the entire
pole will be nominally 75’ tall or more.
1.3 ENVIRONMENTAL LIGHT CONTROL
A. Light Control for Luminaires: All luminaires shall utilize optics designed to minimize glare and spill
light while maintaining quality light above the poles for aerial play. This project will require both
special lensing and visors to achieve proper light control.
B. Spill Control: To minimize impact on adjacent properties, maximum horizontal spill shall be no more
than 1.0 fc 150’ from the edge of the field (Spill Line).
C. Light levels shall be taken at 30-foot intervals along the Spill Line; and illumination level shall be
measured in accordance with IESNA LM-5-04 after 1 hour of warm up. These spill readings must
be submitted to the Owner’s Representative.
D. Photometric Report: A photometric report that shows aiming points of each luminaire shall be
provided to demonstrate the capability of achieving the specified performance.
