MONTROSE REGIONAL AIRPORT

on-call GEOTECHNICAL INVESTIGATION and material testing SERVICES

Montrose Regional Airport is seeking sealed proposals from qualified parties to provide on-call geotechnical investigation services and material quality acceptance services at Montrose Regional Airport, Montrose, Colorado and Hopkins Field Airport, Nucla, Colorado.

1. OBJECTIVE

Montrose County wishes to contract with an experienced qualified firm, capable of providing all labor and materials to accomplish on-call geotechnical investigations and material quality acceptance for upcoming projects at Montrose Regional Airport and Hopkins Field Airport.

2. BACKGROUND

Montrose Regional Airport is located in southwest Colorado, 6 hours from Denver. The airport serves commercial and general aviation. Commercial service is offered by American, Breeze, Delta, United, Southwest and their affiliates. Cities served include Denver, Atlanta, Chicago, Dallas/Fort Worth, Dallas/Love Field, Houston, NY/Newark, San Francisco, Los Angeles, Los Angeles-Orange County and Austin with many daily non-stop flights.

3. SCOPE OF WORK

The purpose of this RFP is to solicit proposals from qualified professionals with geotechnical engineering and materials testing experience on Airport projects and who are familiar with Federal Aviation Administration (FAA) requirements to provide the Airport with as-needed support on various maintenance and Capital Improvement Plan (CIP) projects.

The sections below provide the framework for the scope of services required. Any additional information the Consultant recommends to include will help to assist in making our decision.

Project tasks shall include, but are not limited to, the items noted below. If the Consultant identifies additional tasks are warranted, they must be clearly provided in the Consultant's proposal.

1. Geotechnical Investigation and Design Services for Airport Projects

a. Performance of soil investigations, in accordance with FAA Advisory Circular 150/5320-6 (Current Edition) Airport Pavement Design and Evaluation.

b. Site reconnaissance.

c. Performance of subsurface soil sampling.

d. Performance of qualified Laboratory testing.

e. Development coring and boring plan.

f. Performance coring and boring samplings, including core hole patching.

g. Geotechnical engineering analyses.

h. Preparation and production of geotechnical data and design recommendations report summarizing the geotechnical explorations and analysis performed for grading, pavements, and foundations.

i. Oversight by a qualified Geotechnical Engineer.

2. Geotechnical Observation and Testing, Materials Testing, and Special Inspection

a. Acceptance testing for various construction materials, including but not limited to, hot mix asphalt, aggregate bases, chemically stabilized bases, subgrade, concrete pavement, and structural concrete. Testing shall be performed in accordance with FAA Advisory Circular 150/5370-10 (Current Edition) Standard Specifications for Construction of Airports.

b. Performance of field sampling, testing and observation.

c. Plant inspections.

d. Performance of qualified laboratory testing.

e. Laboratory certification (CDOT, AMRL, etc.)

f. Ensuring compliance with FAA-required Quality Assurance Program and testing certifications.

g. Preparation and production of reports summarizing the observations, investigations, and testing observed including recommendations and conclusions.

Deliverables

Geotechnical investigation results and analyses shall be presented in the form of a geotechnical report or a technical memorandum, which shall include, but is not limited to, a site plan, field exploration data, laboratory testing results, and conceptual layouts. For geotechnical assistance provided during design services, the Consultant may be requested to submit engineering plans and specifications to be included as part of the Airport’s bid documents.

The Consultant shall perform Quality Assurance (QA) and Quality Control (QC) of the work prior to delivering to the Airport for review. All final documents prepared by the Consultant shall be stamped and signed by a Professional Engineer licensed in the State of Colorado.

5. GENERAL REQUIREMENTS

To be considered for award, proposers must:

1. Guarantee proposal through contract period.

2. Meet or exceed minimum requirements outlined in the RFP.

3. Return all documentation requested. Addenda may be posted up to fourteen (14) calendar days prior to the proposal deadline. Respondents are responsible for checking the website to ensure they have all addenda prior to submitting their proposal, as failing to acknowledge receipt of any addenda may result in rejection of the proposal.

4. Clearly identify, for non-disclosure purposes, any information within the proposal that is proprietary in nature or protected by copyright, trademark, or other intellectual property law.

5. Submit one (1) original proposal (clearly marked Original) and three (3) copies (marked Copy).

6. Seal and mark package exterior On-Call Geotechnical Investigation and Material Testing Services, Due December 2, 2025 at 3pm our time. The package exterior shall also bear the name of the proposing firm.

7. Submit the sealed proposal package to Montrose Regional Airport, Attn: Lloyd D. Arnold, Director of Aviation. If you are using FedEx or UPS please mail to 2100 Airport Road, Montrose, CO 81401. If you plan on dropping your proposal off please note that all proposals will need to be dropped off at the Montrose Regional Airport Administration offices, 2100 Airport Road, Montrose, CO 81401. Call Airport Administration when you arrive at 970 249 3433 ext 0 to let them know you are here to drop off your proposal, no later than December 2, 2025 at 3:00 PM (MST), our clock.

Failure to follow RFP requirements may result in disqualification. Respondents should retain a copy of their proposal, as all proposals become the property of Montrose County and are not returnable.

All products, workmanship, materials and equipment supplied shall meet or exceed the common industry standards.

7. EVALUATION / CONTRACT AWARD

Proposals will be recorded and publicly opened on December 2, 2025 at 3:15 PM (MST) at Montrose Regional Airport, conference room, Montrose, CO 81401.

If deemed necessary for evaluation purposes, up to three (3) finalist firms may be selected to interview on-site or remotely. All costs incurred for interviews shall be the sole responsibility of the finalists.

An Evaluation Committee shall recommend contract award in the best interest of Montrose County, using the following criteria: qualifications and experience of firm; price and quality of proposal.

The proposal rated highest by the Evaluation Committee will be recommended for award. Contract award is anticipated one (1) week after proposal deadline, during a public meeting of the Board of County Commissioners. Meetings are advertised at www.montrosecounty.net. All proposers will be notified of the decision by mail and email. Recommended bidder will be sent contract documents for execution prior to the contract going before the Board of County Commissioners for consideration.

The Board of County Commissioners may award the contract based on the evaluation criteria outlined in the Request for Proposals. In reviewing the proposals received, the County reserves the right to reject, for any reason whatsoever, any and all proposals, and to waive any informality or irregularity in a proposal. The award of contract may be based on the complete proposal or any component thereof. The action to award a contract is subject to approval by the Board of County Commissioners. The submission of a proposal by any proposer does not in any way commit the County to enter into an agreement with that proposer.

8. DISADVANTAGED BUSINESS ENTERPRISES

It is Montrose County policy to afford Disadvantaged Business Enterprises (DBE) full competitive opportunities. In accordance with 49 CFR 23, Montrose County shall not discriminate on the basis of race, color, sex, or national origin in awarding these contracts. The County has established a DBE plan pursuant to 49 CFR Part 23 Subpart F.

No specific goals have been identified for DBE participation for this RFP by owners, operators, agents, or suppliers, but those qualified are encouraged to participate.

Title VI Solicitation Notice: Montrose County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

9. SITE VISIT

There will be no mandatory pre-bid meeting.

10. INSURANCE

Insurance certificate(s) must be provided upon execution of the contract. Liability insurance shall include a minimum of $1,000,000 per occurrence and $2,000,000 aggregate. The certificate must contain a severability of interest’s provision, name Montrose County as additional insured and be kept in force continually throughout the term of the agreement.

Proof of Workers Compensation coverage meeting the limits of the State of Colorado must also be provided. See the sample agreement (Attachment 2) for further details.

11. PROPOSER RESPONSIBILITIES

The Proposer shall:

• Submittal of project plan

• Guarantee proposal pricing for a minimum of (90) days

12. PROPOSER QUALIFICATIONS

To qualify for award, responding firms must have, at a minimum:

• Five (5) years of experience in providing geotechnical services

• Demonstrated ability to plan and provide equipment necessary for geotechnical investigation service and material quality acceptance services.

• No outstanding judgments or bankruptcies within the past 5 years

• Sufficient ability to meet the Airport’s geotechnical investigation and material acceptance services for the project.

13. SUBMITTALS

The following must be included with the proposal:

• Short letter of introduction including a brief company description, and brief history (1 page or less)

• Brief resumes of personnel responsible for account management.

• Sample and description of 2 recent projects.
