MTC is looking for a firm pre-qualified on the 2021 Transportation Engineering and Planning Services Bench in Service Category E: Transit Planning and Engineering to apply for this project to perform a transit service baseline analysis to inventory and analyze existing service frequencies, ridership, speed/travel time, delay, reliability, and transit priority treatments. This task will focus on scheduled fixed-route bus services and rail services that operate in shared right-of-way (i.e., SFMTA light rail and streetcar services and VTA light rail service), but it will not include heavy rail services with dedicated right-of-way (e.g., BART and Caltrain). This task includes analysis of approximately 20 Bay Area transit operators. Analyses will be conducted for weekdays (Tuesday to Thursday), by time period, including the morning peak, midday, and afternoon peak periods. MTC will share its relevant data licenses with the Consultant, although additional data will need to be collected directly from transit operators. The data analysis methodology must be easily replicable for ongoing data analysis and monitoring in the future. Consultant will compile findings in an Existing Conditions Memorandum.
