REQUEST FOR PROPOSAL
Concrete Sidewalk Removal & Replacement - Various Locations
BLOOMFIELD, CONNECTICUT
PUBLIC RFP NO. 1168
You are invited to submit proposals for a construction project for removal and replacement of concrete
sidewalks at various locations throughout the Town of Bloomfield (“Town”) for an approximate three (3) year
period between the signing of a contract, and June 30, 2029.
Bidders wishing to submit a proposal must submit their sealed responses to the Purchasing Manager, Town of
Bloomfield, Town Hall, 2nd Floor, 800 Bloomfield Avenue, Bloomfield, CT 06002, by 1:00 PM (EST) on Thursday,
August 27, 2026, at which time all bids received will be publicly opened and recorded. The invitation to bid and
any addenda can be found on the Town website, https://www.BloomfieldCT.gov/ as well as the State of CT
Department of Administrative Services website, https://portal.CT.gov/DAS/CTSource/portal-page.
The response envelope is to be clearly marked on the outside with “RFP 1168 – Concrete Sidewalk Removal &
Replacement – Various Locations”, along with the respondent’s name. One Original (clearly identified as such)
along with two paper copies, plus a thumb drive with a read-only copy of the response proposal shall be
submitted. Submissions will not be accepted for any reason after the stated bid opening date and time. Faxed
and/or e-mailed bids are not acceptable.
The successful Respondent will be required to furnish Performance and Labor and Materials Payment bonds, each
in amount equal to one hundred percent (100%) of the contract price.
Questions regarding this Request for Proposals may be directed to the Purchasing Manager, Joseph Muraca, at
JMuraca@BloomfieldCT.org no later than Tuesday, August 18, 2026, at 4:00 pm EST. Responses to questions
will be posted via addendum by Thursday, April 20, 2026, at 4:00 pm EST. Questions submitted after this time
will not be accepted. Respondents are requested to limit their communication regarding this RFP to the
Purchasing Manager.
The successful respondent (the “Selected Contractor”) shall comply with CONN. GEN. STAT. §§ 4a60, 4a-60a,
4a-60g, and 46a-68b through 46a-68f, inclusive, as amended.
The Selected Contractor will be responsible for paying prevailing wages, as determined by the Connecticut
Department of Labor, and attached hereto, pursuant to CGS § 31-53.

The Town reserves the right to accept or reject any or all proposal submissions, to waive any technicality in a
proposal or portion thereof submitted, to cancel this RFP for any reason, and to accept any proposal deemed to
be in the best interest of the Town of Bloomfield.

INSTRUCTIONS TO RESPONDENTS
SUBMISSION REQUIREMENTS
Respondents wishing to submit a proposal must submit a sealed response to the Purchasing Manager, Town of
Bloomfield, 2nd floor, 800 Bloomfield Avenue, Bloomfield CT, only until 4:00 PM (EST) on Thursday, August 27,
2026, at which time all responses received will be publicly opened and recorded. One original along with two
paper copies, plus a thumb drive with a read-only copy of the proposal shall be submitted. The response
envelope is to be clearly marked on the outside with the RFP number, name and responding company name.
Faxed, email, or late responses will not be accepted for any reason.
1. All labor, material, packing, transportation, disposal, and any incidental charges (including
environmental charges) must be included in the pricing.
2. The Town of Bloomfield is exempt from the payment of taxes imposed by the federal government
and/or the State of Connecticut; such taxes shall not be included in the bid prices.
3. Exceptions to specifications must be clearly stated on a separate piece of paper.
4. Permits: The Selected Contractor must obtain and bear the cost of all necessary permits, licenses, and
fees.
5. Contractor Insurance Requirements:
The Selected Contractor shall be required to furnish proof of the following insurance coverage within
ten (10) days of receipt of the Notice of Selection. Insurance shall be issued by an insurance company
licensed to conduct business in the State of Connecticut with a Best’s Key Rating of A-, VIII or better.
Any and all exceptions must be approved by the Town Manager. Insurance coverage shall remain in
full force for the duration of the Contract term including any and all extensions or renewal thereof.
Each insurance certificate shall contain a (30) day notice of cancellation. All renewal certificates shall
be furnished at least thirty (30) days prior to policy expiration. Any and all deductibles are the sole
responsibility of the Selected Contractor to pay and/or indemnify.
