General Notice

City of Salem (Owner) is requesting Proposals for the following: Drug & Alcohol Testing Services (RFP #2027-002).

Proposals for this Request for Proposals will be received at the Salem Purchasing Department located at 114 N. Broad Street, Salem, VA 24153, until Friday, September 4, 2026, at 3:00 P.M. local time. Proposals may be submitted by hand delivery or mail to the address above, or electronically through eVA at https://eva.virginia.gov/ , the Commonwealth of Virginia’s electronic procurement portal. Electronic submission through eVA is preferred. Faxed or emailed Proposals will not be accepted.

Because this is a Request for Proposals, there will be no public opening or reading of Proposals. In accordance with §2.2-4342 of the Code of Virginia, no information regarding the identity of Offerors or the contents of Proposals will be released until after the negotiation process has been completed. Upon award, a notice of award will be posted at https://www.salemva.gov/Bids.aspx .

The RFP includes the following Work:

The work shall include, but shall not be limited to, a comprehensive Drug & Alcohol Testing Program for the City of Salem covering two primary testing populations: (1) DOT/FMCSA-regulated testing for employees holding a Commercial Driver’s License, in full compliance with 49 CFR Parts 40 and 382, including applicable FMCSA Drug and Alcohol Clearinghouse requirements; and (2) non-DOT pre-employment and policy-based testing for City employees, including employees classified as safety-sensitive. Services include random-pool administration, collection services, laboratory analysis, Medical Review Officer services, recordkeeping, and reporting, as described in the Scope of Work.

Proposals will be received for a single Contract. The City intends to enter into an initial one (1) year contract, with the option to renew for four (4) additional one (1) year periods upon mutual written agreement of the parties, for a maximum potential contract term of five (5) years. Proposals shall include an itemized schedule of unit prices as indicated in the RFP. This procurement is conducted on behalf of the City of Salem and other public bodies in accordance with §2.2-4304 of the Virginia Public Procurement Act; if approved by the Offeror, the resulting contract may be used by other public bodies at contract prices and terms.

Solicitation Documents may be downloaded from the designated website. The designated website will be updated periodically with addenda and other information relevant to submitting a Proposal for the RFP. All official notifications, addenda, and other Solicitation Documents will be offered only through the designated website. The City will not be responsible for Solicitation Documents, including addenda, if any, obtained from sources other than the designated website.

Instructions to Offerors

Offerors organized as corporations, LLCs, business trusts, limited partnerships, or registered LLPs must be authorized to transact business in Virginia as required by Title 13.1 or Title 50 of the Code of Virginia.
