Sealed bids will be received at the office of the City Clerk, at City Hall, 125 East Avenue B, Hutchinson, Kansas 67501, until 2:00 p.m. local time, on Tuesday, May 26th, 2026 for the construction of:

2024 Waterline Replacement, Project No. 23-26

All bids that have been duly received will be publicly opened and read aloud at the offices of Public Works, 1500 S. Plum, Hutchinson, Kansas, 67501, at 2:30 P.M. local time that same day.

The proposed Work provides for the furnishing of all materials, equipment and labor for constructing the 2024 Waterline Replacement in the City of Hutchinson, Kansas, and consists of the following estimated quantities for sample units of work;

• 8” Water Main in Place – 319 LF

• 6” Water Main in Place – 6,207 LF

• Bore in Lieu of Trenching – 620 LF

• Waterline Connection – 18 EA

• ¾” HDPE Service Connection A – 654 LF

• ¾” HDPE Service Connection Bore – 3,553 LF

• Meter Installation, Service Connection – 183 EA

• Remove and Replace Concrete Driveway – 5,605 SF

• Construct 6” Concrete Driveway – 1,518 SF

Other Work includes tree removal, seeding and mulching, clearing and grubbing, erosion control, and traffic control.

Contractors desiring the Contract Documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies; 10840 West 86th Street, Lenexa, KS 66214, 913-371-4430. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier’s checks shall be made payable to Drexel Technologies, Inc.

The entire name of the project must appear on the outside of the bid envelope submitted to the City Clerk’s office.

A satisfactory bid bond executed by the bidder and an acceptable surety, in an amount equal to 5 percent (5%) of the total bid for work shall be submitted with each proposal.

The successful bidder will be required to furnish and pay satisfactory performance and payment bond or bonds. The City of Hutchinson, Kansas, reserves the right to reject any or all bids or to waive any irregularity therein, to determine which bid is the lowest responsible bid most suitable to the Owner and to approve the bonds and insurance.

Bids may be held by the City of Hutchinson, Kansas, for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.

Bidders must fully comply with Subpart C of 2 CFR Part 180 and 2 CFR Part 1532, entitled Responsibilities of Participants Regarding Transactions. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.sam.gov are not eligible for award of any contracts funded by the KDHE State Revolving Fund programs.

All contracts and subcontracts exceeding $100,000, at any tier under a SRF Loan Agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-LobbyingCertification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.

Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.).
