Summary

The Ohio Department of Developmental Disabilities (DODD) is seeking proposals from qualified contractors to preside over all of the hearings for the agency as described in the RFP document.

Process

Entities considering submitting proposals in response to this sourcing project are advised to review and assess the minimum qualifications required as listed under Part 2: Section IV of the Legal Hearing Examiners, when considering if they possess the qualifications required for this project.

Proposals must be submitted via email to DODD.Solicitations@dodd.ohio.gov with the subject “Legal Hearing Examiners Proposal”, by no later than the date indicated for this sourcing project in OhioBuys.

Part Three: General Instructions of the Legal Hearing Examiners RFP document details the requirements for the technical and cost proposals.

One contract is expected to be awarded to the highest scored proposal based on the evaluation criteria and process as outlined in Part Four: Evaluation of Proposals of the ICF Training Series RFP document. Following the initial evaluation and scoring, all offerors will be considered for preferences in accordance with Ohio Administrative Code 123:5-1-06.  Preferences will only be applied when there is at least one offeror that does not qualify for that particular preference.  For purposes of qualifying for a particular preference, if an offeror fails to complete the Certification Statement Form for each preference and submits with their proposal, that offeror will be deemed as not qualifying for that preference.

The attached PDF fillable forms, Standard Affirmation and Disclosure Form (EO 2019-12D & 2022-02D) and Contractor Information Form, are mandatory requirements for completion and submission for the proposal to be considered, for evaluation. The attached PDF fillable form, Contractor Certification Statements, is required if an offeror is eligible for a preference in relation to the goods and services to be provided under this project in order to be considered as part of the scoring of their proposal.
