NOTICE OF THE INTENT TO SOLE SOURCE TO Arrow ARC LLC, 110 Horth Royal Street, Floor 400, Alexandria, VA 223414, UNITED STATES. Response Due Date: September 22, 2025, by 12:00PM (EST) NOTICE OF THE INTENT TO SOLE SOURCE SYNOPSIS Strategic Acquisition Center (SAC), on behalf of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Digital Health Office (DHO) intends to award a sole-source, firm-fixed contract with options to Arrow ARC, LLC., to provide improved usability, safety, and supportability of VA systems through tailored analysis and timely insight into design tradeoffs related to human performance, staffing, training and systems safety, with the goal of maximizing system performance and minimizing lifecycle costs. The proposed procurement is for services for which the Government intends to utilize other than full and open competition for this procurement is 41 U.S.C.§ 3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, Authorized or required by statute . The applicable statute is Public Law 109-461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 U.S.C.§ 8127(c) and VAAR 819.7008. The North American Industry Classification System code (NAICS) for this requirement is 541611. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Lindsay Gray at lindsay.gray3@va.gov.  The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. THE GOVERNMENT IS NOT RESPONSIBLE FOR ANY COSTS ASSOCIATED WITH RESPONDING TO THIS NOTICE.
