Existing Speaker Integration Issue

Does the VA prefer the new mass notification system with a stand alone speaker/amplifier system?Â
Response: While a stand-alone system was initially considered for maximum autonomy, the VA has determined that utilizing the existing fire alarm (FA) speaker infrastructure is the most fiscally viable solution. The system will be designed to leverage the existing amplification and distribution network of the current fire alarm system. Â
Has the VA assessed the viability of adding this functionality onto the existing fire alarm system network?
Response: Yes. This approach is in compliance with NFPA 72, which allows fire alarm speakers to be used for non-fire emergency signaling.
Can the VA assure that this contract will not create a requirement for repairing or correcting fire alarm network functionality as a part of this scope of work?  Â
Response: Correct. The contractor is not responsible for repairing pre-existing fire alarm deficiencies or network issues, provided their installation does not negatively impact existing functionality. Â
Fire alarm interface
Is the intended interface between the fire alarm system in Building 1, F220 and an Server in Building 1? Where is the server to be located?Â
Response: A Virtual Machine (VM) server is anticipated and does not need to be physically located in Building 1. However, the IP-AVA interface device requires a physical footprint. It must be mounted near the fire alarm control panel (FACP) in Building 1, F220, and requires a Cat6 connection to an IDF closet network switch. Â
Will this be a Virtual Machine (not physical server) the mass notification system dry contacts, or is another interface (e.g., serial, BACnet) preferred?

Please confirm the VA will have one connection from server to main fire alarm panel, so there will be no zone control on the emergency alert system. Meaning audibles will play in all buildings at the same time over the fire alarm system.Â
Response: Confirmed. To manage project costs, the VA has opted for a single interface point at the main fire alarm panel. This means the system will operate on an "All-Call" basis across the connected network. While localized zoning (individual building paging) was discussed, it was excluded from this scope due to the requirement for additional IP-AVA hardware at every sub-panel. Â
