BID SUMMARY
Commodity/Service Being Requested: Staff Augmentation Services
Type of Solicitation: Request for Proposals (RFP) – Jackson County is soliciting proposals for
Staff Augmentation Services. The County intends to establish a pre-qualified pool of vendors for
staff augmentation services. Proposals may be evaluated upon receipt, and qualified vendors may
be awarded Master Agreements throughout the solicitation period and contract term. The County
reserves the right to reopen the solicitation periodically to add additional qualified vendors
Type of Resulting Contract: Cooperative Contract - As a result of this RFP, Jackson County will
work with the CoPro+ Cooperative Bid Program to market and extend the resulting contract to other
public entities and government municipalities. The firm will be competitively selected as having
been qualified as defined within the qualification section of this RFP. The contract will enable public
municipalities to “piggyback” and purchase staff augmentation services through this competitive
process.
Resulting Contract Term: Jackson County will use the results of this process to award this
contract for a term of five (5) years, continuing at the discretion of the county based on satisfactory
performance.

Final Agreement Award Determination: Jackson County reserves the right to make one total
award, one award for each section, multiple awards, or a combination of awards, and to
exercise its judgment concerning the selection of one or more bids, the terms of any resultant
agreement(s), and the determination of which, if any, bid(s) best serves the interests of Jackson
County.

SECTION 1.0 – SCOPE OF WORK
1.1 Introduction
The Jackson County Human Resources Department is requesting proposals from qualified and
experienced firms to provide temporary employment services on an as-needed basis to various
departments within the County. All temporary employment services will be processed through the
Human Resources Department before going to the awarded contractor.
The County of Jackson is composed of approximately 10 departments and 27 county government
offices that may request temporary staffing services before reaching the selected vendor. The Human
Resources Department will collect the job description and contact the awarded contractor for seeking
an adequate placement. Attachment B describes the most common job descriptions needed at the
County.
1.2 Minimum Qualifications
a. The Bidder shall be organized for the purpose of providing staff augmentation services and
must have a minimum of five (5) years of experience with proven effectiveness in providing
these services as described in the Scope of Work. Please provide company history.
b. Please include in your proposal a description of your organization’s ability and experience to
perform the work. Describe the approach your firm would take to successfully complete the
tasks described in the Scope of Work.
c. The Bidder shall submit a list of five (5) references, including name of institution, address,
contact person, and telephone number.
d. The Bidder shall submit a list of subcontractors to be used and identify the work each
subcontractor will be designated to do for the company. If your proposal is selected, references
will be needed for each subcontractor.
e. The Bidder shall meet ALL insurance requirements in regard to Workers’ Compensation
Insurance, Professional and Commercial General Liability Insurance and Motor Vehicle
Insurance as outlined in this RFP.
f. The Bidder must certify that they are not on any Federal, State, or local list of debarred or
prohibited contractors.
g. Bidders must complete the requested documentation in its entirety. Failure to submit completed
forms and information identified in preparation of the proposal may result in disqualification of
the proposal.
1.3 Description of Deliverables
The Jackson County Human Resources Department is seeking a company with experience in providing
staff augmentation services. These services shall include, but are not limited to:
GENERAL:
1. The Contractor(s) shall furnish temporary employment services as required by the County of
Jackson for the job classification shown in Attachment B. If, during the contract period, positions
not listed on Attachment B are required, the County may solicit price quotations from the
Contractor(s) and add the positions to the contract.

2. The Contractor awarded this contract will NOT have total exclusivity to all Temporary Staffing
Services for the County of Jackson.
3. Temporary personnel currently working at the County of Jackson may not be affected. Any new
requirements or replacements required by the County of Jackson may be obtained under this
contract.
4. There is no guarantee of any minimum number of services that may be requested during the
term of the contract.
5. The Contractor will secure at its own expense all personnel required to perform staff
augmentation services.
6. The Contractor, and/or personnel under their supervision, and/or subcontractors will be fully
qualified to perform all staff augmentation services. It is preferred that the vendor, their
personnel, and/or subcontractors have the capability of working in-person or remotely.
SPECIFIC:
1. Temporary personnel shall be employed by the Contractor. The Contractor shall be responsible
for all payroll taxes, workers’ compensation, payroll reports, applicable insurances, 1095C
forms, will be required to provide sick time hours earned under the Earned Sick Time Act, and
other employer federal and state requirements for temporary personnel.
2. Temporary personnel supplied by the contractor should be available for the entire length of the
assignment. A two-week notice is preferred if temporary personnel are unable to complete the
assignment and the Contractor should provide appropriate transition time between a
replacement temporary employee and the current temporary employee.
3. The County of Jackson will have the right at any time to refuse any temporary personnel
supplied by the Contractor for any job-related deficiency. Refusal of any temporary personnel
shall not be based on race, color, religion, sex, age, national origin, disability, or political
affiliation in accordance with Equal Opportunity guidelines. The rejected temporary personnel
shall be immediately removed and prompt arrangements for a replacement shall be made by
the Contractor.
4. The normal working hours for temporary personnel in participating service vary depending on
the classification of work and department assigned. Lunch periods will be determined by the
using departments. In some cases temporary personnel are to be available for 8, 10 or 12-hour
day shifts Sunday through Saturday, excluding holidays, although this may vary. Also, there
may be requirements for evening, weekend, holiday, and overtime work. These requirements
will be determined by the using department. Weekend work shall be defined as Saturday and
Sunday (12:01 Midnight to 12:00 Midnight). Overtime shall be defined as hours worked during
the period of one week (Sunday through Saturday) in excess of 40 hours per week. A week
begins at 12:01 A.M. on Sunday.
5. The Contractor shall assign a single point of contact to coordinate and assist in any employment
requests, availability, scheduling, billing, contract compliance requirements, reports, and
problem solving. When requested, the Contractor must meet periodically with the County of
