Oregon State University intends to contract for the provision of an Ultra-Short Baseline (USBL) Ranger 2 from Sonardyne Inc. as a sole source due to the uniqueness (design, capability, nature) of the goods and/or services and based on the supplier being the single provider of the goods and/or services. The Ranger 2 USBL is an acoustic technology system for underwater tracking and subsea position operations on the Regional Class Research Vessels (RCRVs). Specifically, our research determined that this is the only USBL system that provides the required versatility, portability, compatibility with the Academic Research Fleet, and maintains the technical and performance requirements for the RCRV subsea communication and tracking operations. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
