Project Description: General Notice
Norristown Municipal Waste Authority (Owner) is requesting Bids for the construction of the following Project:
Flood Resiliency Upgrade Project
Bids for the construction of the Project will be received online via PennBid until June 10, 2025, at 10:00AM local time. At that time the Bids received will be opened and made available to the public via the PennBid website.
The Project generally includes the replacement of three (3) Return Activated Sludge (RAS) Pumps and two (2) Utility Water (UW) Pumps with new dry-pit submersible style pumps and replacement and relocation of the Motor Control Center (MCC) and Variable Frequency Drives (VFD’s) to a building located above the floodplain elevation.
Separate Bids will be received for the following Contracts:
Base Bid:
Contract No. FR-1: General Construction: The work for this Contract generally includes demolition of existing RAS pumps and Utility Water pumps, piping and appurtenances, installation of the new dry-pit submersible pumps, piping and appurtenances, and all labor, materials and equipment necessary to furnish and install items as indicated in the Contract Documents
Contract No. FR-2: Electrical Construction: The work for this Contract generally includes selective demolition of the existing MCC and VFD’s, the installation and wiring of the new VFDs, conduit and wiring, and all labor, materials and equipment necessary to furnish and install items as indicated in the Contract Documents.
Alternate No. 1:
• Contract No. FR-1: General Construction: The Alternate 1 Scope for this Contract generally includes the installation and mounting of four (4) radar level sensors, five (5) Total Suspended Solids Probes, one (1) ORP Ammonia Probe, and all associated materials, equipment, labor, and necessary apparatuses noted as Alternate No. 1 contemplated by the Contract Documents.
• Contract No. FR-2: Electrical Construction: The Alternate 1 Scope for this Contract generally includes the wiring and control installation of the four (4) radar level sensors, five (5) Total Suspended Solids Probes, one (1) ORP Ammonia Probe, and all associated materials, equipment, labor, and necessary apparatuses noted as Alternate No. 1 contemplated by the Contract Documents.

Bidding Documents may be downloaded from the PennBid website. Prospective Bidders are urged to register with PennBid as a plan holder. PennBid will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the PennBid site. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on May 22, 2025 at 9:00am at Norristown Municipal Waste Authority WWTP located at 368 East Washington St, Norristown PA. Attendance at the pre-bid conference is encouraged but not required.
It is highly recommended that Bidders perform a site visit prior to submitting bids packages. If a Bidder would wish to schedule a site visit outside of the scheduled Pre-Bid Conference, contact Shane Van Buskirk at shane@norristownsewer.org .
Instructions to Bidders.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Statutory Requirements.
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
This Project is financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
The Owner reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner and to reject any or all proposals.
