1 INTRODUCTION
1.1 Purpose
The City of Raleigh (COR) is soliciting proposals from one or more firm(s) with which to
contract for the following services:
Property management, asset management, and supportive services for the property
known as Studios at 2800, a 119-room extended stay hotel located at 2800 Brentwood
Road (the “Property”).
A detailed scope of services is provided in Section 4 of this document.
All information related to this solicitation, including any addenda, will be posted to the
North Carolina electronic Vendor Portal (eVP) at https://evp.nc.gov/.

1.2 Background
The City of Raleigh, the Capital City of North Carolina, remains one of the fastest growing
areas in the country. A great economy, top educational institutions, and exceptional health
care facilities are some of the characteristics that attract people to the triangle area. The
mild climate, diverse work force and proximity to Research Triangle Park combine to make
Raleigh a great place to live.
Raleigh is a 21st Century City of Innovation focusing on environmental, cultural, and
economic sustainability. The City conserves and protects our environmental resources
through best practice and cutting-edge conservation and stewardship, land use,
infrastructure and building technologies. The City welcomes growth and diversity through
policies and programs that will protect and enhance Raleigh’s existing neighborhoods,
natural amenities, history, and cultural and human resources for future generations. The
City leads to improve quality of life for neighborhoods and standard of living for all citizens.
The City works with universities, colleges, citizens, and local partners to promote new
technology, create new job opportunities, and encourage local businesses and
entrepreneurs. The City enlists and prepares 21st Century staff with the skill sets to carry
out the duties of the City through transparent civic engagement and by providing the very
best customer service to our citizens.
The Property was built in 1987 and strategically purchased by the City in 2021 to support
its ongoing effort to address affordable housing. The Property is currently occupied and
undergoing renovations by the City, with a group of 12 rooms in progress and the rest of
the hotel (Phase 3 of the renovation) slated to begin within the next 12 months. Phase 3
will include renovations of the remaining resident rooms as well as the common areas.
Currently, there are 25 additional rooms offline pending repairs in addition to the 12 that
are being renovated.

Most rooms are equipped with kitchenettes, including refrigerator, microwave, sink and a
2-burner range. Thirty-five of the rooms do not currently have a kitchenette, but installation
of kitchenettes for those rooms is included in the Phase 3 renovation plans. Housekeeping
services are provided weekly and include sheet and towel service.
The Property has two wings with a total of 119 rooms. The two-story north wing has
exterior access to rooms while in the three-story south wing rooms are accessed by an
interior corridor. Rooms are rented by the week at $200/week or $800/month, a rate set
by the City to maintain the affordability of the property.
The Property is largely occupied by long-term guests (defined as stays of 90 days or
more), approximately eighty percent of whom have lived there for more than a year. The
remaining tenancy is filled with short-term guests (stays of less than 90 days).
The City envisions using the Property as low-barrier extended stay housing and offering
connections to supportive services as needed.
Since 2022, the Property has been managed by the same nonprofit operator that is going
through a transition. The City is seeking a new operator to begin operations as soon as
possible.

1.4 Pre-Proposal Conference
The City of Raleigh will conduct a virtual Pre-Proposal Conference, and attendance by
prospective proposers is strongly encouraged but is not mandatory. Prospective
Proposers are encouraged to submit written questions in advance.
The date and time of the Pre-Proposal Conference is shown above in the RFP Timeline
(Section 1.3). The event will be held virtually on Microsoft Teams using the following login

The City will also hold an optional tour of the facility for prospective proposers on at the
date shown above in the RFP Timeline (Section 1.3). This is the only time that
prospective proposers are permitted to visit and tour the facility.
1.5 Proposal Questions
Requests for clarification and questions to this RFP must be received by the City not
later than the date shown above in the RFP Timeline (Section 1.3) for the submittal of
written inquires. The firm’s failure to request clarification and submit questions by the
date in the RFP Timeline above shall be considered to constitute the firm’s acceptance
of all City’s terms and conditions and requirements.
The City shall issue addenda reflecting questions and answers to this RFP, if any, and
shall be posted to North Carolina electronic Vendor Portal (eVP). No information,
instruction or advice provided orally or informally by any City personnel, whether made
in response to a question or otherwise in connection with this RFP, shall be considered
authoritative or binding. Proposers can only rely on written material contained in an
Addendum to this RFP.
It is important that all Proposers submitting to this RFP periodically check eVP
for any Addenda. It is the Proposers responsibility to ensure that all addenda
have been reviewed and, if required signed and returned.
