Invitation
The City invites qualified professional control system integration firms to submit qualifications to
undertake the City of Sandusky SCADA System Upgrade project for the City’s sewer infrastructure at the
Wastewater Treatment Plant (WWTP) and Sewer Maintenance garage at 304 Harrison St., Sandusky, Ohio.
Qualification packages are due no later than 12:00pm on Thursday, September 17, 2026.
Project Description
The project will transition the existing Wonderware-based SCADA environment to the latest supported
AVEVA platform serving the Wastewater Treatment Plant and Sewer Maintenance garage. Work is
expected to include evaluation of existing SCADA infrastructure, review of system architecture and
communications, migration of applications, graphics, alarms, historian data, reports, and
communications, installation and commissioning of software on five (5) servers and nine (9)
operator/engineering workstations, cybersecurity recommendations and best-practice implementation,
operator training, documentation, startup support, and post-implementation assistance. Remote work
may be utilized where appropriate, provided that all required testing, commissioning, training, and City
coordination needs are fully satisfied.
Estimated Project Cost
$200,000 including all professional services, computer work and pertinent meetings. Work anticipated to
be phased into place and budgeted over 2 calendar years.
Estimated Date of Authorization
City staff expect to award the project in October 2026 after reviewing the qualifications packages
submitted and receiving approval from City Commission to award the project.

U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it
will affirmatively ensure that any contract entered into pursuant to this advertisement, all
bidders including disadvantaged business enterprises will be afforded full and fair opportunity
to submit bids in response to this invitation and will not be discriminated against on the

Scope of Services
The anticipated scope of services includes, but is not limited to, the following:
Evaluating the existing SCADA infrastructure and developing a migration strategy from
Wonderware to the latest supported AVEVA platform.
Installing, configuring, licensing, and commissioning AVEVA/Wonderware software applications
on five (5) servers and nine (9) operator/engineering workstations.
Migrating SCADA applications, graphics, alarms, historian data, reports, and communications.
Reviewing communications between servers, PLCs, RTUs, telemetry equipment, and operator
workstations.
Providing testing, startup services, operator training, documentation, and post-implementation
support.
Developing cybersecurity recommendations and implementing industry best practices.

Requirements for Selection Process
A. Instructions for Preparing and Submitting Qualifications
1. Provide the information requested in the Letter of Interest Content (Item B below), in
the same order listed, in a letter signed by an officer of the firm. Do not send additional
forms, resumes, brochures, or other material.
2. Submittals shall be limited to twelve (12) 8½" x 11" single-sided pages. Page count
does not include (optional) cover or divider pages.
3. Please adhere to the following requirements in preparing:
a. Use legible font sizes (11- to 12-point for body copy) and maintain margins no
less than 0.5" on all sides for text content.
b. Include page numbers at the bottom of each page.
c. Use 8½" x 11" sized format only.
d. If paper copies are provided, do not provide tabbed inserts or other features that may
interfere with printing or machine copying.
B. Submittal Content
1. Cover letter
2. Qualifications of your firm to complete the requested services.
3. List significant sub-consultants, their current prequalification categories and the percentage of
work to be performed by each sub-consultant.
4. List the Project Manager and other key assigned staff members, including key sub-consultant
staff. Include project engineers for important disciplines and staff members that
will be responsible for the work, and the project responsibility of each. Address the experience
of the key staff members on similar projects, staff qualifications, and related projects your
proposed team has been involved in, and to what extent their involvement was.
5. Provide a description of your Project Approach, including expected schedule.
6. Provide examples and imagery of comparable completed projects, locations and references.
Competitive price selection will not be utilized under the selection process.

Past performance and similar SCADA projects
Experience with Wonderware and AVEVA migrations
Project approach and understanding of City objectives
Project schedule and availability of key staff
Based on the qualifications submitted, the City of Sandusky may conduct interviews with firms that best
demonstrate an understanding of the City's objectives and that adequately address all elements of the
RFQ. Whether interviews are performed or not, the City shall enter into contract negotiations with the
preferred firm to determine the final scope of services and project budget. If negotiations fail, the City
shall enter into negotiations with the second highest-ranked firm. This process shall continue until a
contract is successfully negotiated or the City determines to issue a second RFQ. The contract must be
approved by Sandusky City Commission.
All qualifications shall be considered without regard to race, color, religion, sex, national origin,
citizenship, age, mental or physical disabilities, veteran/reserve/national guard, or any other similarly
protected status.
