DESCRIPTION:
The Contractor shall furnish all materials, labor, tools, equipment, transportation, supervision, and all other incidentals necessary to complete the brush clearing and tree removal work on the North side of the exterior of Laughlin Air Force Base by the railroad.

SOLICITATION DETAILS:
PERIOD OF PERFORMANCE: The projected completion time for this requirement is 30 days or less. Upon contract award, an anticipated date to begin work will be agreed upon.
EVALUATION FOR AWARD: This procurement will be awarded to the lowest priced quote in conformance with the solicitation and SOW provided. Conformance will be determined by the Customer and Contracting officer. Should any uncertainties arise regarding conformance, the customer will consult the Authoring Agency of the SOW.
NOTICE OF PRE-PROPOSAL CONFERENCE/SITE VISIT: A pre-proposal conference/site visit will be conducted on 11 September 2026 at 10:00 a.m. (CST) for the purpose of viewing the existing site conditions and location as well as answering questions regarding the solicitation.
Submit the Names for all attendees to Karina Gloria via email at karina.gloria@us.af.mil no later than 2:00 p.m. Central Time on 8 September 2026. Upon receipt of names and attendees, details will be provided regarding the meeting location. Access to the installation will not be necessary being that the area to be cleared is located outside the installation perimeter.
Offerors are requested to submit questions to the point of contact Karina Gloria listed above, not later than 2:00 p.m. Central Time on 15 September 2026. The information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications, and site visit minutes will be available upon request. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.
QUALIFIED PERSONNEL: The contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in this SOW. Competent is defined as registered professional or, where registration is not applicable, trained, and/or certified in their respective field.
WORKING HOURS: Work should be performed during Laughlin Air Force Base’s normal duty hours. The contractor shall plan for the work hours below unless the contracting officer approves otherwise in writing:
Monday – Friday 0730 – 1630
INSPECTION AND ACCEPTANCE: The 47 CE is designated as the office responsible for inspecting performance while the Contracting Officer is responsible for final acceptance of performance.
CONTRACT ADMINISTRATION/POINTS OF CONTACT: Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract. The Contracting Officer will be assigned upon award of contract.
NOTICE TO OFFEROR(S)/SUPPLIER(S): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
