Parent Support Program Resource Coordinator RFP, EPIN 06924P0024HRA is seeking a qualified service provider to partner with OCSS and the NYS Family Court to provide the Parent Support Program in all five boroughs serving Non-Custodial Parents on all child support petition types. The PSP program serves NCPs appearing in all five NYS Family Courts on all child support petition types – establishment, modification, and violation petitions. By leveraging the authority of the Family Court and supportive services provided by the Agency and community-based organizations (CBO’s), the PSP helps NCPs overcome barriers that could keep them from engaging with their children, finding employment, and meeting their child support obligations. The primary goals of the Parent Support Program are to: • Connect noncustodial parents to employment services • Empower noncustodial parents to overcome specific barriers to employment • Refer noncustodial parents to additional, relevant supportive services to address their barriers and improve their ability to make consistent and reliable child support payments • Provide child support navigation assistance and offer OCSS debt reduction programs to all eligible noncustodial parents • Ensure compliance with program requirements through consistent communication with NCPs to ensure they attend their required appointments and through written and verbal reporting, and frequent court hearings. Through this RFP, HRA is seeking proposals from providers to implement a problem-solving court approach to connecting noncustodial parents to employment services and other programs to reduce barriers to paying child support. The provider will do so by providing a professionally trained and credentialed social worker to serve as, or to supervise, the program’s Resource Coordinators assigned to each of the Family Courts. To respond to this Human/Client Services RFx, organizations must have an account and an approved HHS Prequalification Application in PASSPort. Proposals and Prequalification applications will ONLY be accepted through PASSPort.
