The U. S. Army Corps of Engineers, Galveston District Office requires a contract for FY25 USACE Galveston District, Channel to Port Mansfield in Willacy County, Texas





Full and Open Competition





THE WORK CONSISTS OF:

1. Maintenance dredging and advanced maintenance dredging of the Channel to Port Mansfield with Beneficial Use (BU) Placement. Schedule 1 includes dredging of approximately 1,399,000 cubic yards (CY) of the shallow draft channel Section No. 1 through Section No. 12. Material will be used beneficially by placing sandy material north of the Padre Island National Seashore beach, with three (3) options to perform maintenance dredging within the Port of Port Mansfield. This contract is subject to several environmental windows, including sea grass, turtle nesting, and piping plover. All work must be completed in accordance with these windows to avoid impacts to bird nesting and turtle nesting. Placement of material will include both beach placement and upland confined placement. Option 1 includes dredging Port Mansfield Shrimp Basin. Additional time of 9 calendar days. Option 2 includes dredging Port Mansfield Channel East WYEs. Additional time of 17 calendar days. Option 3 includes dredging Port Mansfield Channel West WYEs. Additional time of 21 calendar days. Alternate A, B, and C include mobilization and demobilization, furnishing labor, equipment and material for placing bedding stone and riprap as a breakwater, and installation of geogrid composite.





2. Contractor should be familiar with the dredge material placement areas.





3. Completion Time for Schedule No. 1 for this project is estimated at 240 calendar days after receipt of the Notice to Proceed (NTP). Completion time for Option 1 if awarded is estimated at an additional 9 calendar days. Completion time for Option 2 if awarded is estimated at an additional 17 calendar days. Completion time for Option 3 if awarded is estimated at an additional 21 calendar days. Completion time for Alternate A, B, and C are an additional 148 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted.





4. Per DFARS 236.204 Disclosure of the magnitude of construction projects the estimated price range for this project is between $10,000,000.00 and $25,000,000.00





5. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after receipt of the Notice to Proceed.

Prior Government contract work is not required for submitting a response to the solicitation.





The Solicitation issued will be Firm Fixed Price. This solicitation is subject to the availability of funds. The Solicitation is a small business set aside. The Solicitation will be issued on or about July 2025. Response date on or about August 2025.





The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. The Small Business Size Standard is $37 Million for Dredging and Surface Cleanup Activities.

Please NOTE this solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsibility item. Those without a NIST score in SPRS may be deemed NON-RESPONSIBLE and thus not evaluated/considered for award.

IAW FAR 52.219-9 Alt I, a subcontracting plan will be required of the successful offeror if awarded to a large business and the contract amount is in excess of $1.5 million in the percentage of 50% for SB, 7% for SDB, 9% for WO, 4% for HZ, 13% for VO and 5% for SDV.
