I. Introduction
The City of Bangor requests proposals from qualified firms to provide Preventive and Emergency
maintenance services for the Passenger Boarding Bridges (PBB), and the Baggage Handling System
(BHS) for the Bangor International Airport (BGR) for a base period of one (1) year. The option to
renew for two (2) additional one (1) year periods is to be contemplated contingent upon mutual
agreement of the parties. Proposers will be required to attend a mandatory scheduled pre-bid
meeting. Only attendee bids will be accepted.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City’s website. By
submitting a response to this solicitation, the Proposer accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City’s “General Information for
Vendors.”
In your proposal, please specify whether you currently have, or are in the process of developing, a
domestic violence policy. If you do not have such a policy, let us know if you would like to receive a
copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the proposal Bid Form (page 5) and all materials requested in Section XII.
Qualifications electronically or in an envelope via submission methods listed below. The envelope or
subject line must be clearly marked as "Proposal No. P26-57: PBB BHS Preventive & Emergency
Maintenance."
Submissions must be received by 2:00 P.M. on Wednesday, June 10, 2026.

(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference “Proposal No. P26-57: PBB BHS Preventive & Emergency
Maintenance.” Proposals will be opened publicly at the time stated above in the Paul Bunyan Room
(first floor by the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all the proposals received will be posted on the City's website as soon as possible
after the opening date. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M., Friday,
May 29, 2026.
The City will provide a response by 4:30 P.M. on Wednesday, June 3, 2026. This response will be in
the form of an addendum, accessible on the City's website. Notifications will be sent to those who
have signed up to receive notifications at http://www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be received
by the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal,
or requested proposal revision received at the City Purchasing Department after the time and date
specified will be returned to the Proposer unopened or, if by electronic submission, deleted without
being opened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of opening.
All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing.
All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in proposals, or
accept a higher-cost proposal if it is deemed to be in the best interest of the City. The City also
reserves the right to request clarification of any details from the successful Proposer. The evaluation

of proposals and determination of the award will be at the discretion of the City and its judgment
shall be final and without right of recourse by any Proposer.
VIII. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the successful
Proposer.
B. Bid Form and Requirements: The Bid Form (page 5) and all materials requested in Section XII.
Qualifications must be completed and returned with the proposal to be considered
responsive.
C. Required Insurance: Proposers are required to maintain the following insurance policies
throughout the life of the project and name the City of Bangor as an additional insured where
applicable and may be required to provide proof:
1. Worker’s Compensation Insurance
2. Employer’s Liability Insurance
3. Comprehensive Automobile Liability
4. Commercial & General Liability
5. Professional Liability (Errors &
Omissions)

IX. Mandatory Pre-Bid Meeting and Site Visit
The City of Bangor will host a pre-bid meeting at 11:00 AM on Friday, May 21, 2026, at 287 Godfrey
Boulevard, Bangor, Maine. The site visit will follow the pre-bid meeting.
X.Scope of Work
The general scope of services will include quarterly preventive maintenance (PM) site visits for
passenger boarding bridges (PBB) and baggage handling systems (BHS) per Original Equipment
Manufacturer (OEM) requirements, 48-hour on-site response to scheduled corrective maintenance
(SM) calls, and 12-hour on-site response to emergency maintenance (EM) calls.
The final scope of services will be negotiated with the successful Proposer(s). Tasks delegated,
whether in part or as a whole, are expected to include the following:
Perform PM on BHS and PBB’s.
Perform semiannual PM on the PBB’s
Perform PM tasks per OEM requirements
Provide 48-hour on-site response time to SM calls

Provide 12-hour on-site response time for EM calls
Provide all basic tools, consumables, and cleaning supplies for BHS and PBB
Provide all bench stock and spare parts service
Provide compressed air or gas as required
Provide detailed reporting of all service performed within five working days
Conduct security badging of all maintenance personnel prior to first scheduled PM visit
For bid purposes include preventive maintenance work performed by 2 Technicians at 4 days in
total price and rate breakout for additional on-site work performed as follows.
Preventive maintenance over 4 days (if required)
Scheduled maintenance
Emergency maintenance
XI. Time Frame
Work should commence on the following timeline unless approved by BRG management.

XII. Qualifications
All bidders must be authorized and certified to perform the inspections. The successful Bidder will
be required to show proof of certification, license etc.
The successful Bidder shall comply with all current applicable requirements of the FAA’s Advisory
Circular 150/5220-21C - Aircraft Boarding Equipment, Federal, State and Local laws, rules,
regulations, permits, codes, ordinances and State statutes (Attachment 1) that govern this type of
service.
Please return the following information with the Bid Form. Failure to include all information
could result in disqualification.
The Bidders’ qualifications, years in business, profiles for staff assigned to this project, and
experience to provide the services required by the City.
References: List three (3) references from current customers receiving the same or similar
service(s). Include names, contact information, and phone numbers.
