The County of Vermilion River, in partnership with the Villages of Kitscoty, Marwayne, and Paradise Valley, is inviting qualified consulting firms to submit proposals for the development of a Collaborative Economic Development Framework.

The purpose of this initiative is to enhance regional economic development capacity by establishing a unified approach to economic growth, investment attraction, and business retention. The project will focus on identifying shared priorities, defining governance and operational structures, and creating an actionable framework to guide joint economic development initiatives across the participating municipalities.

The successful proponent will demonstrate expertise in regional economic development, intermunicipal collaboration, stakeholder engagement, communication strategy, and strategic implementation planning. The work will include research and analysis, facilitation of stakeholder engagement sessions, and preparation of a comprehensive framework document with clear recommendations, implementation steps, and supporting communication materials.

Project Objectives
The objectives of the project are to:
1. Develop a communication and branding package for the Partnership to present a unified front for investment attraction.
2. Create tools and processes for Business Retention and Expansion (BRE), ensuring that existing businesses are supported and positioned for continued success.
3. Design a Vacant Building Program that explores incentives, downtown revitalization strategies, tax considerations, and potential grant funding opportunities.
4. Incorporate community engagement to ensure local perspectives and priorities are integrated into the framework.

Project Outcome
The outcome of this project will be a structured, practical, and forward-looking Collaborative Economic Development Framework that ensures a consistent and cooperative approach to economic development across the Partnership. This framework will position the region for long-term economic growth, investment readiness, and shared prosperity.
