Project Location: 1101 Summit Road, Cincinnati, Ohio 45237

1. Project Overview
Summit Behavioral Healthcare is seeking proposals from qualified contractors to remove wallpaper and adhesive, repair wall imperfections, apply an oil-based primer, and paint the walls with our preferred color in designated areas of our facility.

2. Scope of Work
The selected contractor will be responsible for:

1. Wallpaper & Adhesive Removal
   1. Remove all existing wallpaper from the designated areas.
   2. Ensure complete removal of wallpaper adhesive to create a smooth surface.
2. Wall Preparation & Repairs
   1. Inspect walls after wallpaper removal.
   2. Repair any imperfections, cracks, holes, or damaged areas to achieve a smooth, even finish suitable for painting.
3. Priming
   1. Apply one coat of high-quality oil-based primer to all prepared walls to seal and ensure proper adhesion of paint.
4. Painting
   1. Apply two coats of premium-grade paint in the facility’s preferred color.
   2. Ensure consistent coverage and professional finish.
   3. Protect floors, trim, fixtures, and furniture during the painting process.
5. Clean-Up
   1. Remove all debris, equipment, and materials from the worksite.
   2. Leave work areas clean and ready for use.

3. Project Areas & Approximate Dimensions
· Hallway: 25 ft. x 4 ft.
· Reception Area: 20 ft. x 17 ft.
· Office: 25 ft. x 25 ft.
Contractors are required to verify dimensions during a site visit prior to submitting a final bid.

4. Proposal Submission Requirements
Proposals should include:
· Detailed cost estimate (labor, materials, equipment, disposal, and any additional fees).
· Estimated timeline for project completion.
· Description of work methods and materials to be used.
· Warranty information for workmanship and materials.
· Company profile and references.

6. Evaluation Criteria
Proposals will be evaluated based on the following:
· Cost competitiveness.
· Contractor’s relevant experience and references.
· Proposed timeline and project approach.
· Warranty and service guarantees.

7. Site Visit
A mandatory site visit is required before submitting a proposal. Contractors may visit on Wednesday, September 9 ^th 2026, from 1-3pm EST.

8. Proposal Deadline
All proposals must be submitted by September 17 ^th , 2026.

The Ohio Department of Behavioral Health (DBH) will award this project to the lowest-cost responsive and responsible supplier. The awarded supplier must include all applicable costs for delivery, setup, and warranty in their submission.

Substitutions are not permitted unless explicitly authorized within the solicitation documentation.

All pricing must be clearly entered into the OhioBuys item grid. If a separate quote is submitted, the total must exactly match the amount listed in the item grid. Discrepancies may result in disqualification.

DBH reserves the right to purchase up to the full quantities specified in the sourcing project.

In the event of a tie bid, the sourcing project will be awarded to the first valid bid received by the date and time stamp in OhioBuys.
