Offers will be solicited from, and the award resulting from this solicitation will only be made to concerns eligible under the WOSB Program in accordance with FAR 52.219-30.
PRE-SOLICITATION NOTICE:
The Naval Supply Systems Command Fleet Logistics Centers San Diego (NAVSUP FLCSD), intends to solicit proposals and will be issuing a Request for Proposals (RFP) to provide Financial Improvement and Audit Readiness (FIAR) Support at Commander, Naval Surface Forces, Pacific Fleet (CNSP). The acquisition will be conducted using RFP process.
SOLICITATION NUMBER: N0024426RS005
DESCRIPTION: This is a non-personal services contract to provide financial analysis, audit readiness, system support, and training services in support of Commander Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC; a.k.a. CNSP) located at Naval Base Coronado, San Diego, CA.
The contractor shall provide non-personal services necessary to perform Financial Analysis, Audit readiness, System support, and Training services as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.
The Commander, Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC), a Naval Type Commander (TYCOM), and an echelon III command, is under the administrative and operational command of Commander, U.S. Pacific Fleet (COMPACFLT). The COMNAVSURFPAC (CNSP) Comptroller has the responsibility for the oversight, analysis, execution, and overall management of the CNSP Financial Analysis, Audit readiness, System support, and Training services program. The Contractor shall provide comprehensive financial analysis, audit remediation, system support, and training services to Commander, Naval Surface Forces, Pacific Fleet (CNSP) Comptroller Finance staff. This encompasses a wide array of functions crucial for maintaining financial integrity and operational efficiency across the surface forces.

Period of Performance: The performance period is anticipated to be one base year with 4 one-year option.
TYPE OF CONTRACT: This will be a firm-fixed price.
North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: NAICS Code 541330-1 Size Standard – $47M
The acquisition will be issued as a total WOSB set-aside. There is a reasonable expectation that offers will be obtained from at least two responsible WOSB concerns, and award will be made at fair and reasonable market prices.
The contracting office will not provide hardcopies or email copies of the solicitation.
REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
The government intends to issue a formal Solicitation with construction specifications on or about February 16, 2026. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow.
