NOTICE OF REQUEST FOR PROPOSALS
RFP-25-26-14
ENGINEERING DESIGN SERVICES FOR THE AIR CONDITIONING AND BOILER REPLACEMENT
REPLACEMENT PROJECT AT THE VISALIA WATER RECLAMAION FACILITY LABORATORY
SEALED PROPOSALS will be received by the Purchasing Division located at 707 West Acequia, Visalia, CA 93291,
until 2:00 P.M. on Thursday, July 16, 2026 for the above-mentioned project. The City of Visalia is soliciting proposals
from qualified design and engineering firms to prepare design documents, technical specifications, and construction-
ready plans for the replacement of the AC and Boiler at the HVAC system at the Water Reclamation Facility (WRF)
Laboratory.
The current Lab A/C system is more than 20 years old and requires replacement. Due to its complexity, the project
will involve significant redesign work. Additionally, the heating boiler system, also over 20 years old and located
adjacent to the HVAC system, must be replaced concurrently. Based on input from the City’s Facilities and Engineering
staff, replacement of both systems is necessary, as the location of the boiler would severely restrict future
maintenance access once the A/C is upgraded. The selected firm will provide comprehensive design and engineering
services, including coordination of all necessary architectural, structural, electrical, and control systems.
Mandatory proposer conferences: Interested Proposers must attend at least one of the mandatory proposer
conferences in order to be eligible to submit a proposal for this project. This is an opportunity to view the site and ask
questions about the scope of services. The conferences will be held at the Visalia Water Reclamation Facility, 7579
Ave. 288, Visalia CA as follows:
Wednesday, June 24, 2026 at 10:00 a.m. and
Thursday, June 25, 2026 at 9:00 a.m.

Notice is hereby given that this is a Public Works Project (design phase). In compliance with SB854 and Labor Code
Section 1725.5, all contractors and subcontractors (including Consultants and Sub-Consultants) bidding and
performing work on Public Works Projects must be currently registered with the California Department of Industrial
Relations (DIR) and furnish electronic payroll records to the Labor Commissioner. This also applies to Architectural,
Planning and Engineering firms if they employ or subcontract services for any trade that is covered by a designated
prevailing wage (i.e. surveyor). Consultant will be required to furnish the City of Visalia with their DIR registration
number. No contract will be awarded unless the contractor and/or subcontractors are registered with the California
Department of Industrial Relations (DIR). Bids submitted by unregistered contractors or list unregistered
subcontractors will be rejected as non-responsive. Consultant must comply with all State and Federal Regulations
that apply to this contract, including Prevailing Wage requirements as applicable. Pursuant to Sections 1770, et. seq.,
of the California Labor Code, the selected firm will be required to pay not less than the prevailing wage of per diem
wages as determined by the Director of the California Department of Industrial Relations.
The City hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprises
(DBE) will be afforded full opportunity to submit proposals in response to this notice. Individuals and/or entities
submitting bids/proposals to the City of Visalia will not be discriminated against on the basis of race, religious creed,
color, national origin, ancestry, physical or mental disability, medical condition, genetic information, marital status,
gender, gender identity or expression, age, sexual orientation, or military and veteran status in any consideration
leading to the award of contract.

document as an attachment.
Executive Order N-6-22 Russia Sanctions On March 4, 2022, Governor Gavin Newsom issued Executive Order
