Request for Proposals for Strategic Planning Consultant

Project Description: The Housing Authority of Salt Lake City (HASLC) seeks a Strategic Planning Consultant with
significant experience working with public housing authorities, multi-family housing, and affordable housing programs to guide its Board of Commissioners and Executive Staff in defining the organization’s long-term direction and in developing effective strategies to maximize the impact of its affordable housing programs for the foreseeable future.
The selected Consultant will work closely with HASLC’s Executive Director and a Strategic Planning
Committee—comprising Board Members and designated staff—to engage internal and external
stakeholders and help shape a comprehensive strategic plan covering an approximate five-year
horizon. HASLC anticipates that the plan will include two primary components: (1) business systems, and (2) aspirational “people” systems.
The strategic planning process is expected to begin within 30 days of contract award and conclude
within approximately three to five months. The Consultant will be responsible for delivering a complete strategic plan document, conducting presentations to HASLC leadership and staff, and offering actionable implementation recommendations.
