The San Benito County Behavioral Health Department is soliciting proposals from qualified agencies to provide comprehensive Substance Use Disorder (SUD) residential treatment services to adult clients. The purpose of the RFP is to seek proposals from providers who specialize in evidence-based treatment, and to assist in substance use prevention, treatment, and recovery.
The primary goal of the program is to offer services to those in need of stabilization as a result of use from alcohol and/or other substances and to help individuals become stable so they can function in the community with coping skills necessary for recovery. The program shall provide evidence-based practices for each substance use disorder service. Services are in congruent with the Drug Medi-Cal Organized Delivery System (DMC-ODS) requirements which include case management, drug testing, individual and group counseling as well as monitoring each individual throughout the day. Residential treatment services are a part of a continuum of care modeled after the American Society of Addiction Medicine (ASAM) Criteria for SUD services. Residential treatment services (ASAM level of care [LOC] 3.1, 3.2, 3.3, 3.5) shall provide treatment in a residential setting that includes clinically managed withdrawal management services, individual counseling, psycho-educational groups, educational groups, psychiatric services, to manage mental health disorders, care coordination, family therapy and other ancillary services.
San Benito County has a population of approximate 67,000 residents, inclusive of two incorporated cities, the City of Hollister, and the City of San Juan Bautista. The County is located 30 minutes of Monterey Bay and 45 minutes south of San Jose, and is a General Law County that operates under a County Board of Supervisors, a County Administrative Officer, and elected and appointed Department Heads.
The proposed period of the contract is 3 years.
The funding or portions of this funding for the contract resulting from this RFP may be contingent upon the State budget; receipt of funds from and/or obligation of funds by the Federal government to the State and from the State to the County; and inclusion of sufficient funding for the services hereunder in the budget approved by the County’s Board of Supervisors for each fiscal year covered by said contract. If such approval, funding, or appropriations are not forthcoming, or are otherwise limited, the contract may be immediately terminated, reduced or modified without penalty.
The County will select the proposal that presents the best value and is most advantageous to the County and the public. Accordingly, the County may not necessarily award the proposer with the lowest price proposal if doing so would not be in the overall best interest of the County. The County reserves the right to expand or reduce the proposed scope of work during the contract negotiations based on budget constraints and to award to a single or multiple proposers.
