Sealed bids for the construction of the Infrastructure Improvements Project, HUD CPF Project No. B-24-CP-MS-1276 for the Town of Monticello in Monticello, Mississippi, will be received by The Honorable Justin Mullins, Mayor of the Town of Monticello, Mississippi, until 2:00 p.m. local time on May 18, 2026 , at the Town Hall located at 202 Jefferson Street, Monticello, MS 39654, and shortly thereafter will be opened and publicly read.
The work involved in the project includes roadway construction, water distribution, and sanitary sewer collection system improvements as described in the construction drawings and specifications. Copies of the Contract Documents are available for viewing and obtaining at www.dunganeng.com . Documents are non-refundable and must be purchased through the website to be on the official plan holders list. For questions regarding the website, you may contact Plan House at 662-407-0193.
All Proposals shall be submitted on Bid Forms provided with the specifications. Bids may be submitted in person, or for those interested, bids can be electronically submitted at www.dunganeng.com under the project page. No oral, telegraphic, telephonic, or e-mail proposals will be considered.
The successful bidder must comply with Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents.
Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents. The Town of Monticello reserves the right to waive irregularities and to reject any and/or all bids.
