The Port Authority of New York and New Jersey (PANYNJ) intends to establish a sole source contract with SHIPTRACKS, LLC, located inDover, DE to provide the following:

TITLE: OceanSmart SaaS Solution Subscription Including Efficient Allocation, Planning and Scheduling, Monitoring and Maintenance, and Data Integration and Analytics

BRIEF DESCRIPTION: ShipTracks LLC is the sole vendor of the specialized SaaS Solution, OceanSmart. OceanSmart manages the entire cargo movement process – from planning through nomination to execution of the vessel movement. It provides the Port Authority of NY and NJ’s Ports Operations Control Center and schedulers with complete control and visibility of all vessel movements and the tools required to ensure optimal utilization of terminal access. It enables Users access to a single tool to submit vessel movements/nominations, cargo information and request service for their vessel while at the Port Newark/Elizabeth-Port Authority Marine Terminal, Port Jersey-Port Authority Marine Terminal, and Howland Hook Marine Terminal/Port Ivory.

Key Requirements:

• Modern visual scheduling interface
• Support integrations to pipeline inventory, nominations, and ticketing platforms
• Support API integrations and Electronic Data Integration to Ports enterprise systems and reporting systems to combine Ports internal data sources with operating company information, port, terminal, berth data, performance history, and historical vessel movements data

The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement but reserves the right to solicit proposals.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
