1. INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors to provide payroll administration and processing services for Davis Bacon work performed under the Site Stabilization Agreement. This initiative supports BEA’s compliance with federal labor standards and wage determinations applicable to construction and stabilization activities at INL.
2. BACKGROUND
INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. Under the Site Stabilization Agreement, BEA requires robust payroll administration to ensure accurate and timely processing of wages in compliance with Davis Bacon Act requirements. The scope of work includes the following:
• Administration and processing of weekly payroll for Davis Bacon labor categories.
• Verification and documentation of wage determinations and fringe benefits.
• Preparation and submission of certified payroll reports to meet DOE and federal compliance standards.
• Coordination with BEA and subcontractors to resolve payroll discrepancies and maintain accurate records.
• Support for audits and reporting requirements related to labor compliance.
3. PROCESS
This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Quote (RFQ) process for award consideration.
4. SUBMITTAL REQUIREMENTS
Interested vendors should submit an Expression of Interest that includes the following:
• Company name and point of contact
• Description of relevant payroll administration and Davis Bacon compliance capabilities
• NAICS codes and business size classification
• Any existing DOE or federal contracting experience (if applicable)
