Project Description: Guilford Township (The Owner) will receive bids for the Project entitled Archer Drive Extension Phase II located at Archer Drive, Guilford Township, Pennsylvania until 2:00 pm on April 11th, 2025 for the following contracts:
Contract No. 1 – General Contract
Bids shall be submitted electronically through the PennBid Program, http://pennbid.bonfirehub.com. Bids will be opened publicly and read aloud shortly thereafter, in the Guilford Township Municipal Building located at 115 Spring Valley Rd, Chambersburg, PA 17202.

An optional pre-bid meeting and site visit will be held on March 14th at 10:00 AM (local prevailing time) at the project site. Attendees should gather near coordinates 39.877223, -77.677850, located at the first driveway west of the Lighthouse Road bridge over I-81. Other times to visit the site may be arranged with the Owner in accordance with the Supplementary Instruction to Bidders. Attendance at the pre-bid meeting is not mandatory.
Bidding Documents, including Project Manual and Drawings, are only available in pdf format through the PennBid Program http://pennbid.bonfirehub.com.
Each bid shall be accompanied by a bid security in the form of AIA Document A310 Bid Bond, from an approved Surety Company, certified check, or cashier’s check payable to the Owner, in an amount of not less than ten percent (10%) of the amount of the Base Bid. If the Bid Security is provided by check, a scan of check shall be submitted with bid, with the original being provided within two (2) business days of bid opening if bidder is the apparent low responsible bidder.
Payment and Performance Bonds shall be required as specified in Section 00 5200a (AIA A101 Exhibit A – Insurance Exhibit) of the Project Manual.
The Work shall commence no later than ten (10) days after the Owner issues the Notice to Proceed. This requirement may be satisfied by submitting the information specified in Section 6.3.1 of Section 00 2200 (AIA A701 – Instructions to Bidders) of the Project Manual.
Except as permitted by Section 4.4.3 of Section 00 2200 (AIA A701 – Instructions to Bidders) of the Project Manual and Pennsylvania Act No. 4 of 1974, proposals may not be withdrawn by the bidder for a period not to exceed 60 calendar days following the date and time designated for receipt of Bids.
Notice is given that the Project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by contractors in connection with performance of the necessary work.
The Bidder acknowledges that Guilford Township has received funding assistance for this Project in the form of a Multimodal Transportation Fund Grant from the Commonwealth of Pennsylvania (the “Commonwealth”) acting through PennDOT.
The bidding process, contract, and conduct of the work must meet the requirements of the MTF grant agreement, a draft of which will be attached. Guilford Township intends to formally enter into an agreement with PennDOT related to the MTF grant. The agreement will obligate Guilford Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder’s attention is directed to these attachments. These documents outline the specific requirements of the MTF program.
Submission of a bid for this Project will be considered the Contractor's acknowledgment of these requirements and commitment to adhere to the same.
The contractor shall be prequalified by PennDOT pursuant to 67 Pa. Code Chapter 457, Prequalification of Bidders, unless PennDOT waives prequalification as provided in Chapter 457.
The Owner reserves the right to waive any informalities in bids, or to reject any or all bids to the extent permitted by law.
