Sealed bids are requested by the San Antonio Water System for the construction approximately 13 LF of 6-inch HDPE, 486 LF of 8-inch PVC, 49 LF of 12-inch Ductile Iron, 435 LF of 12-inch PVC, and 590 LF of 12-inch HDPE water main using open-trench methods in northwest Bexar County within City of San Antonio and City of San Antonio ETJ at six (6) project sites for the 2023 Dead End Water Main Elimination and Geronimo Loop PRV Project, SAWS Job No. 23-4001. The Geronimo Loop site will include installation of an 8" pressure reducing valve (PRV), including PRV pad, electrical, and SCADA work in addition to the replacement of an existing 12" PRV and electrical and SCADA work for the replacement valve. Sealed bids to consider the additional project requirements: traffic control, tree preservation, storm water pollution prevention plan, and coordination with TxDOT, Bexar County, and the City of San Antonio.

Answers to the questions will be posted to the web site by 3:00 PM (CDT) on October 28, 2025, as a separate document or included as part of an addendum. Please be advised that Bidders are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or City of San Antonio officials regarding this IFB up until the contract is awarded as outlined in the Instructions to Bidders.

Bids will be received either Electronically or through Sealed bids, until 2:00 PM (CST), on November 4, 2025. Electronic bids will be received via the secure SAWS FTP site. Sealed bids will be received by Contract Administration, 2800 U.S. Hwy 281 North, Tower II, Customer Center Building, via a drop box located on the left wall when walking through the first set of double glass doors of the main Tower II entry on the north side of the building, San Antonio, Texas 78212. See the Electronic Bid Opening Instructions attachment for additional information regarding an electronic bid submittal.  Electronic bids shall be accompanied by a bid bond in an amount not less than five percent of the total bid price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total bid price, SAWS will request this within 24 hours from the apparent low bidder.  Sealed bids must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price. Bids will then be publicly opened and read aloud by Contract Administration via WebEx.
