Cherokee RWD No. 4 (Owner) is requesting Bids for the construction of the following Project:

Elevated Storage Tank

Bids for the construction of the Project will be received at the Cherokee County KS RWD No. 4 located at PO Box 474 123 E Maple St., Columbus, KS 66725, until the above time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

The construction of an elevated storage tank, SCADA system, electrical, and relatedappurtenances.

Prospective bidders desiring copies of plans, specifications, bid documents, and other Contract Documents can purchase these documents (non-refundable) on-line at Drexel Technologies in their eDistribution Plan Room at www.drexeltech.com . Additional assistance is available at distribution@drexeltech.com or 913.371.4430.  Information regarding this project can be found under the “Public Jobs” link on the website.  Partial sets of bidding documents will not be available from Drexel Technologies or Lamp Rynearson. Neither Owner nor Engineer will be responsible for full of partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Bidding Documents also may be examined at the District office, on Mondays through Fridays between the hours of 8:00 AM and 5:00 PM; and the office of the Engineer, Lamp Rynearson, 9001 State Line Road, Suite 200, Kansas City, Missouri 64114, on Mondays through Fridays between the hours of 8:00 AM – Noon and 1:00 PM - 5:00 PM.

Pre-bid Conference

A pre-bid conference will not be held.

Bid Security.

Each Bid shall be accompanied by bid security in the form of a Bid Bond (on the form included with theBidding Documents) in the amount of 5% and shall be payable without condition to Cherokee RWD No. 4as a guarantee that the Bidder, if successful, will execute the Agreement and provide an acceptable Contract Bond from an approved surety in the amount of 100% of the Contract Price.

Payment Procedures.

The Owner will issue payment to the Contractor in the amount of 90% of the value of the completed work as of the end of the preceding month, as recommended by the Engineer. 10% retainage will be held from each monthly payment up to a retainage total not to exceed 5% of the construction contract total. Payment for the balanced retained will be issued by the Owner upon completion of the work and approval thereof by the Owner’s Engineer, governmental agency approval when necessary, and acceptance by the Owner.

All contracts and subcontracts exceeding $100,000, at any tier under a SRF Loan Agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.

Bidders on this work will be required to comply with the presidents Executive Order No. 11246 (Equal Employment Opportunity) as amended. Requirements for bidders and contractors under this order are explained in the specifications.

Bidders must fully comply with Subpart C of 2 CFR Part 180 and 2 CFR Part 1532, entitled Responsibilities of Participants Regarding Transactions. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.sam.gov are not eligible for award of any contracts funded by the KDHE State Revolving Fund programs.
