Summary

The City of Surprise is seeking proposals from qualified vendors for congregate meal services for the Human Services & Community Vitality Department per the specifications herein.

The goal of the congregation nutrition program is to promote better physical and mental health for older adults and adults with disabilities through nutritious meals and activities that encourage socialization. Adequate nutrition is critical to health, functioning, and quality of life, and is an important component of community-based services for older adults. The target population is seniors age 60 and over with particular attention given to older adults who have the greatest economic and social needs. Services include, but are not limited to, meal preparation, meal delivery, nutrition management and compliance with regulations set forth by regulatory agencies.

Background

The Senior Lunch Program is offered Monday thru Friday, with meal service beginning at 12:00 pm (noon) at the Surprise Senior Center, 15832 N. Hollyhock Street, Surprise, AZ 85374. Approximately 700-800 meals are ordered each month with the expectation of significant growth due to a new 99-unit Senior Housing Facility that is within walking distance from the Senior Center. The new housing facility is anticipated to open for residents beginning the Fall of 2025.

The City of Surprise is constructing a new 35,000 sq. ft. Community and Resource Center located at the corner of Hollyhock St. and Santa Fe Dr., approximately one block South of the existing Senior Center. The new center will serve the entire Northwest Valley with an array of community services. The Senior Center and all its programming will be moving into this new facility in Spring of 2026. With that move, the City anticipates another increase in daily lunch services.

The City of Surprise currently receives a partial grant to help subsidize this program. The acceptance of this non-transferable grant requires certain conditions be met. Those requirements will become assurances that must also be followed by provider upon award. Meals provided must follow the guidelines listed under V. Meal Standards & Form Specifications.
