2025-927 Schneewind WMA Parking Lot Construction

The Department of Natural Resources is seeking bids for: all labor, equipment, materials, tools, and transportation needed to construct one (1) parking lot. This work will involve installing geo fabric, delivering, spreading, and compacting class 5 gravel, providing and installing boulders, and removing old posts and a gate. The DNR will provide posts, wire, gate and geofabric. This solicitation contains 1 site with 4 jobs as detailed in the project specifications.

Before submitting a proposal on the work contained in these specifications, each bidder is strongly encouraged to visit the site, examine the premise, and thoroughly familiarize themselves with all existing conditions and limitations pertaining to the work involved. No extras will be allowed because of the Contractor’s misunderstanding as to the amount of work entailed, or lack of knowledge of existing conditions.

All responses must be submitted electronically through the Swift Portal. No e-mail or faxed responses will be accepted. Contractors needing help with registration and/or completing their response to this Event may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.

Failure to respond to latest event version may result in bid rejection.

Please be aware that there are attachments to this event. The vendor is responsible for reviewing all attachments and complying with all requirements to this Event. DNR will be the determining factor if vendor meets specifications. All questions should be directed to the buyer listed in this event.

Unit price must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax and all else necessary for completion of the project. Direct Pay Permit 1114 does not apply to this project.

Award--Item, Group, Total: Responses that do not comply with the solicitation will be considered nonresponsive and will be rejected. The award will be made to the lowest responsible vendor meeting the specifications and all terms and conditions. The State reserves the right to award items separately, by grouping items, or by total, whichever is deemed most advantageous to the State.

Bidding Requirement 1. This solicitation is for 1 site location with 4 jobs. You must enter a bid amount on each of the four Bid Price Fields. Failure to bid on all four lines will result in bid rejection.

Bidding Requirement 2. A Vendor Qualifications Form is attached to the Comments and Attachments of the Event. You must ‘download’ and save the document to your desktop before you can begin filling it in with your information. You must ‘upload/attach’ the completed Vendor Qualification Form. Failure to do so will result in bid rejection.

In cases where any part of the response is to be received on the unit price basis, the quantities stated are approximate only, and will be used in making a comparison of responses. In case of error in an extension, the unit price prevails. A response of unit prices may be rejected if it is found to be unbalanced.

Once you have completed and submitted your response, you will receive a system confirmation message that your response has been ‘accepted’. Print and save the confirmation for your file. If you’re having trouble submitting your response, call the Help Desk at 651-201-8100 – Option No. 1.
