Description

THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH.



This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP) or a promise to issue an RFQ/IFB/RFP in the future. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this RFI. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. The specifications for this requirement will only be available upon solicitation issuance.





PURPOSE:



The Government is conducting this RFI/Sources Sought in support of Market Research only to seek potential qualified and interested members of industry in order to determine whether or not a Small Business or other Small Business category set-aside is applicable. No solicitation document is currently available.





SCOPE:



The U.S. Army Corps of Engineers, Nashville District anticipates a requirement for a Firm-Fixed Supply contract for fabricate and deliver rubber top seals for Pickwick Landing Auxiliary Lock’s segmental valves with delivery to 850 Carolina Lane Counce, TN 38326. This contract seeks to fabricate:



Valve Top Seals: Fabricate three (3) Mark 25/4-5 per the drawing 02-L206-25/4.2. Top seals shall be shaped and profiled as shown on the drawings. Top seals shall be delivered without 13/16” diameter holes. Bolt holes will be provided by others.





SPECIFICATIONS:



The rubber seals shall be cast, compounded of natural rubber, synthetic polyisoprene, or a blend of both, and shall contain reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents and plasticizers. Physical characteristics for the seals shall meet the following requirements, the tensile strength shall be 2500 psi and tested to ASTM D 412, the Elongation at Break shall be 450 % min and tested to ASTM D 412, the 300 percent Modulus shall be 900 psi and tested method shall be ASTM D 412, the Durometer Hardness Shore Type A shall be 60 to 70 with a test method of ASTM D 2240, the Water Absorption shall be 5 % by weight max with a test method ASTM D 471, The Compression Set shall be 30 % max with the test method ASTM D 395 and the Tensile strength after aging 48 hours shall be 80 % tensile strength min with a test method of ASTM D 572. The water absorption test shall be performed with distilled water. The washed specimen shall be blotted dry with filter paper or other absorbent material and suspended by means of small glass rod in the oven and temperature of 70 deg C plus or minus 2 degrees for 22 plus or minus ¼ hr. The specimens shall be removed, allowed to cool to room temperature in air and weighed. The weight shall be recoded to the nearest 1 mg ad M subscript 1. The immersion temperature shall be 70 deg C plus or minus one degree and the duration of immersion shall be 166 hrs.





The anticipated North American Industrial Classification System (NAICS) Code to this acquisition is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing with Size Standards of 16.5 million.

The Government is issuing this notice to determine a competitive basis. This is not a solicitation, and the items listed herein are subject to change or elimination from the requirement.



Respondents interested in providing a response to this RFI/Sources Sought should submit information which clearly describes the following: Only contractors capable of supplying this type of procurement should respond to this survey.

D. Please provide a Statement of Capability stating your skills, experience, and knowledge required to perform the specified type of work. Include a statement detailing any special qualifications and certifications applicable to the scope of this project.





E. Please describe any recent contracts or experience within the previous 36 months that are similar to this requirement.





F. If this requirement is advertised, do you anticipate submitting a quote?
