Summary
SCOPE: The purpose of this solicitation is to remove existing flooring materials, prepare the substrate, and furnish and install new static-control vinyl tile flooring, wall base, grounding materials, and transition components throughout designated ACF areas in accordance with manufacturer specifications and ODPS facility standards .

CONTRACT OPPORTUNITY: See attached (ad hoc) contract solicitation document "Sample Contract/Terms and Conditions" for specifications, requirements, terms, and conition. Winning bidder shall execute contract document (items in red will be changed prior to award).

BRAND NAME SPECIFICATIONS: The product(s) specified in this bid are being bid as BRAND (and model) SPECIFIC. That signifies no alternates will be accepted for award. Bid is in accordance with the Ohio Administrative Code 123:5-1-10 (D) (6).

EVALUATION: Bids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. PDF Quote must be included.

CONTRACT AWARD: The contract will be awarded to the lowest responsive bidder by low lot total. The low lot total will be determined by multiplying the unit prices by the estimated usage listedin the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

OPTIONAL SITE VISIT: Prior to submitting their response, bidders may visit the ODPS Alum Creek Facility in order to become familiar with the requirements of the solicitation. Once a Contract is awarded, failure of the bidder to have performed a site visit to become familiar with the requirements of the solicitation will be insufficient reason to support any request to be released from the Contract.

The optional site visit will be held Friday, November 14 th , 2025 at 1583 Alum Creek Dr., Columbus, OH 43209 (meet at the Facility Services office, door #52, left/rear side of building). The site visit will begin promptly at 8:00 a.m., barring any unforeseen circumstance that results in delay of site visit.

Pre-registration is required (see below).

SPECIFICATIONS & REQUIREMENTS
SCOPE: The purpose of this solicitation is to remove existing flooring materials, prepare the substrate,
and furnish and install new static-control vinyl tile flooring, wall base, grounding materials, and transition
components throughout designated ACF areas in accordance with manufacturer specifications and
ODPS facility standards.
BRAND NAME SPECIFICATIONS (NO APPROVED EQUAL CONSIDERED): The following item is
brand-specific and must be bid as listed. No substitutions or equivalents will be accepted:
A. Shaw StaticSmart® Prospector SD Series, homogenous solid vinyl tile
a. Tile size: 12" x 12" standard, 1/8" (3.0 mm) thickness
b. Color: Ore or equivalent as pre-approved by ODPS Facilities
c. Each carton shall cover 45 ft² minimum
d. Static Control & Performance:
i. Electrostatic propensity:
1. < 0.030 kV (with conductive footwear)
2. < 0.4 kV (without conductive footwear)
ii. Electrostatic Resistance:

LABOR REQUIREMENTS
A. Site preparation and disposal
a. Conduct pre-construction walk-through with ACF Facilities contact (as indicated on PO).
b. Remove all existing flooring materials, including:
i. VCT tile, carpet, and wall base.
ii. Painted concrete surface rough-up (as identified)
c. Dispose of all debris using ACF compactor.
d. Clean and prepare all concrete substrates using feather-finish floor prep (10 lb units as
required)
B. Installation
a. Install new flooring materials per manufacturer recommendations with ½ off-set pattern.
b. Install StaticSmart grounding strips at intervals of 1,000 ft².
c. Apply adhesives uniformly to ensure even bonding and conductive continuity.
d. Install 6" cove wall base throughout designated perimeter areas.
e. Install transition/reducer strips at all material junctions or elevation changes.
C. Work Schedule
a. All demolition, prep, and installation activities must occur after normal business hours
(post 4:00 p.m.)
b. Work areas shall be secured and cleaned prior to the next business day.
c. Contractor must coordinate access, security, and staging with ODPS Facilities
Management
D. Quality Control
a. Installation shall comply with all manufacturer installation standards.
b. Contractor shall verify moisture and pH conditions prior to installation.
c. Ensure no visible gaps, bubbles, or uneven surfaces upon completion
d. Conduct joint inspection with ODPS Facilities upon project completion.
MAINTENANCE AND WARRANTY REQUIREMENTS
A. Warranty
a. Flooring must include a Lifetime Static Resistance Warranty from the manufacturer.
b. Contractor shall provide a minimum one-year workmanship warranty on all installation
work.
c. Warranty documentation shall be provided to ODPS upon completion.
B. Maintenance Standards
a. No-wax finish required; routine maintenance must rely on neutral cleaner only.
b. Flooring shall resist common cleaning agents and disinfectants without degradation.
c. Contractor shall provide manufacturer’s maintenance guide at project closeout
C. Training and Handover
a. Contractor shall provide ODPS Facilities with basic maintenance training or
demonstration.
b. Provide documentation for:
i. Product data sheets
ii. Safety Data Sheets (SDS)
iii. Warranty registration forms
iv. Maintenance instructions

ADDITIONAL REQUIREMENTS
A. Compliance and Safety
a. Contractor must comply with OSHA safety standards and maintain a clean, safe work
environment.
b. Background checks and security clearance required for all on-site personnel
A. Vendor Responsibilities
a. Vendor must supply all materials, tools, and labor.
b. Coordinate with ODPS for site access, staging, and storage.
c. Contractor responsible for all cleanup and waste disposal in compliance with ACF
environmental policy.
B. Inspection and Acceptance
a. Final inspection and approval required by ODPS Facilities prior to acceptance.
b. Any identified deficiencies must be corrected within ten (10) business days.
