REQUEST FOR PROPOSAL
ROOF REPLACEMENT – MERRIMACK PUBLIC LIBRARY
Sealed proposals will be received by the Town of Merrimack until 2:00 pm on Friday, March 13, 2026,
for the removal and replacement of all low slope roof sections (“Roof Section A”, “Roof Section B”, &
“Roof Section C”) at the Merrimack Public Library, per the following conditions, construction documents,
and specifications. Three copies of the proposal must be sealed and marked, “Bid on Library Roofing
Project”, and be returned to the Town of Merrimack Finance Department, 6 Baboosic Lake Rd, Merrimack,
NH 03054, by the time specified above and will be read aloud in the East Wing of Town Hall - Lower Level
Conference Room at 6 Baboosic Lake Road, Merrimack NH, at 2:00 pm on Friday, March 13, 2026. It is
the bidder’s responsibility to confirm the bid is received by the Finance Department by the date and time
specified. Bidders will not be required to furnish a bid bond. The successful bidder will be required
to furnish a Performance Bond and a Payment Bond each in the amount of 100% of the contract
price.
Time and effort spent for bid preparation is the responsibility of the bidder. A mandatory pre-bid
walk through is scheduled for Friday, February 27, 2026, at 10:00AM at the Merrimack
Public Library, 470 Daniel Webster Highway, Merrimack, NH. The act of submitting a bid is
considered to be full acknowledgement that the bidder has inspected the sites and is familiar with
any and all existing conditions and all project documents.
Proposals shall include all associated costs of liability insurance, supervision, labor, materials,
tools, and travel to complete the work. All work shall be performed in accordance with any
applicable NH State Building Codes and local building codes. The Town of Merrimack, NH and
The Merrimack Public Library Trustees reserve the right to reject any or all proposals, to waive
irregularities in the proposals, and to accept the proposal which best serves the interest of the
Town.
The successful bidder will be required to provide an insurance certificate confirming the following
insurance coverage: worker’s compensation insurance as required by the State of New Hampshire;
broad-form comprehensive general liability insurance in an amount no less than $1,000,000
combined single limit per occurrence; and motor vehicle insurance to include bodily injury,
property damage, uninsured motorist, and employer’s non-ownership coverage in an amount no
less than $1,000,000 combined single limit per occurrence. The Town of Merrimack shall be
named as an additional insured on all policies.
By signing and submitting a proposal, the bidder agrees in writing to indemnify the Town of
Merrimack from any and all liability, loss or damage, including but not limited to bodily injury,
illness, death, or property damage, which the Town becomes legally obligated to pay as a result of
claims, demands, costs, or judgment against the Town arising out of the contractor’s actions or
omissions relating to this project.

Scope of Work (According to all attached construction documents):
Includes but is not limited to, the removal and replacement of approximately 50 +/- squares of
existing low slope roof assemblies. Remove all existing roof assemblies down to the existing metal
roof deck on all low slope roof sections and properly dispose of all materials and debris. Install
new cold applied two-ply modified bitumen roofing system and all the associated components, per
the outlined specifications. This shall include all necessary labor, materials, flashings, equipment,
safety requirements, coordination, permits, and services, in accordance with any applicable
building code requirements, specifications, scopes of work, details, and industry best practices.
The proposed roofing system must be designed and installed in accordance with industry standards
and best practices. Some of those standards include those outlined by; NRCA, ARMA, ASTM
International, ANSI/SPRI, SMACNA, FM Global, UL, and the International Building Code (IBC).
All applicable building code and Manufacturer guidelines must be followed.
If, in the bidder’s opinion, any aspect of the below specifications doesn’t perform up to industry
standards or best practices, the bidder must submit the proposed question or concern about the
specifications and or scope of work in writing via email, to Sandra Song at
ssong@merrimacknh.gov, no later than seven (7) calendar days prior to the bid reading. Any and

The related award will be based on price, the Town’s evaluation of the performance of the
proposed materials, and the associated bidder’s experience and reputation, which will include
discussions with current users. Therefore, bidders shall identify on the Reference Form three
comparable projects that have been completed over the last three years.
