This is a SOURCES SOUGHT notice to determine the capabilities of firms This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. No solicitation or technical scope of services is available currently. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions.



NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions.



The purpose of this notice is to gain knowledge of potentially qualified large and small business sources to include small businesses in the following categories: Small Business, Small Disadvantaged Business, Certified HUBZone, Woman-Owned, and Service-Disabled Veteran-Owned.







Work could occur anywhere within the Continental United States and its territories as assigned to or by the USACE Dam Safety Modification Center; Great Lakes and Ohio River Division Dam Safety Modification Production Center; and other USACE Flood Control Dam and Levee Safety work as necessary to support the mission.





Contractor shall demonstrate through professional registration, company, and personnel resumes, executed examples, and supporting customer feedback documentation its ability to provide engineering support of the following Flood Control Dam and Levee Geotechnical activities:








  1. Earth embankment and foundation seepage analysis

  2. Seepage management/control features design

  3. Risk-informed geotechnical assessment, analysis, and design

  4. Subsurface exploration, inspection, down-hole imaging

  5. Geotechnical materials testing (soil, rock, aggregate, stone, etc.)

  6. Instrumentation design, installation, and data collection

  7. Gravity dam uplift and drainage system expert services

  8. Complex stability analysis for earthen and gravity dams

  9. Complex Seismic Analyses for Flood Control Dams and Levees

  10. Concrete Materials and Mix Design as well as thermal analyses of mixes

  11. Geologic/geomorphological site characterization including complex exhibits

  12. Rock mechanics expert services

  13. Hydraulic rock scour expert services

  14. Rock and soil anchor design

  15. Seismic hazard, ground motion, and liquefaction studies

  16. Geophysical studies

  17. Use of OpenGround, CADD, and geotechnical specialty softwares

  18. Support dam/levee safety routine assessment / inspection / training







Contractor staff and experts must be able to meet security clearance requirements as defined in Homeland Security Presidential Directive 12 "Policy for a Common Identification Standard for Federal Employees and Contractors."





Contractor's drillers must have a minimum of five years' experience drilling in embankments utilizing the Contractor's (or subcontractor's) equipment and the contractor must have registered PE or PG drilling inspectors/supervisors with five years' experience inspecting drilling in embankments to meet ER 1110-1-1807 (most current version) requirements; documentation of this must be provided for consideration.





The submission is limited to 15 pages (30 front and back), to include:





1) Contractor’s name, DUNS number, address, point of contact, phone number, and e-mail address.





2) Contractor's interest in proposing on a solicitation, if issued.





3) Contractor's capability to perform a contract of this complexity and examples of comparable work performed within the past 10 years based on the above criteria. Describe any Geotechnical activities listed in this announcement that your firm is unable to perform.





4) Describe the professional qualifications of your firm. Provide the number and qualifications of registered professional personnel in the key disciplines noted above.





5) Describe your firms' capacity to perform up to approximately $20,000,000.00 in work of the required type in a one-year period and accomplish the anticipated work in an efficient and quality manner.





6) Verification of any Small Business Administration (SBA) certification(s), if applicable.
