MENA INTERMOUNTAIN MUNICIPAL AIRPORT REQUEST FOR QUALIFICATIONS
FOR PROFESSIONAL ENGINEERING SERVICES
The Mena Airport Commission is soliciting statements of qualifications and experience from firms and individuals to provide engineering services for planning and airport development and to provide special services beyond the scope of basic design services that may be required for improvements to the Mena Intermountain Municipal Airport.
While many of the projects are expected to take place over a three-year period, the Mena Airport Commission reserves the right to extend the selection for additional two years. The Mena Airport Commission also reserves the right to re-advertise for those services not under contract during stated time period. The Mena Airport Commission proposes to accomplish a number of projects toward the improvement of the existing airport including, but not limited to:
1. Apron Expansion
2. Taxiway Rehabilitation/ Modifications
3. Airfield Lighting
4. Security Fencing
5. Runway/ Taxiway &
Apron Overlay
6. Surveys
7. Property Acquisition
8. Environmental and
Planning Studies
9. Safety Area Evaluation/Corrections
10. Taxiway Connectors
11. Runway Rehabilitation/ Modifications
Prospects must be knowledgeable of Federal Aviation Administration (FAA) policies, procedures, and funding programs and be able to demonstrate experience in the various types of consultant services. To be eligible to submit a proposal for the work, consultants must meet the following minimum requirements:
1. Must have applicable license and permits required by the Federal Government and the State of Arkansas.
2. Must have, within the last three (3) years, provided similar services under applicable FAA guidelines and requirements involving FAA funding.
3. Must have adequate numbers of qualified personnel to accomplish the work.
Services to be provided will be in accordance with the Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5100-14E. Services required include all phases and necessary incidental services for the above cited projects, as well as others, which may arise to be funded by an FAA and/or Arkansas Department of Aeronautics grant within the next five (5) years.
Selection criteria contained in FAA Circular 150/5100-14E, Chapter 2, will be applied in the following order of importance.
1. Capability to perform all aspects of project
2. Familiarity with the area and facility
3. Reputation
4. Recent experience in airport projects
5. Quality of previous airport projects undertaken
6. Consultant qualifications
7. Ability to meet schedules within budget
8. Interest shown
Selection will be based on the submittals received. Fees will be negotiated with the selected consultant for the services to be performed under the initial grant. Subsequent fees will be negotiated as grants are obtained.
Contracts will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Opportunity) and to the provisions of Department of Transportation Regulations 49 CFR Part 23 (Disadvantaged Business Enterprise Participation). All licensed small, minority, and women owned businesses are encouraged to apply.
