BACKGROUND
As the University of Alberta (University) continues to exemplify its mission of Leading with Purpose and embarks on its goals of enrolling 50,000 students by 2026 and 60,000 students by 2033, the institution is making concerted efforts to ensure its infrastructure and spaces serve the needs of its growing University community, today and tomorrow.

The University manages almost 1.63 million square metres in over 400 buildings across its campuses and research facilities. This is one of the largest volumes of buildings across the greatest land base of Canadian universities, and over 60 percent of these buildings are over 40 years old. Currently, the University has more space per Full Load Equivalent (FLE) students than its U15 peer institutions.

In 2021, the University launched a new operating model, One University, that refocused its core mission of teaching and learning. The new model established three new colleges to leverage and coordinate the administrative and space resources of existing faculties. With a renewed focus on strategic space utilization to support its enrollment growth and enhance all facets of the University experience, the institution plans to optimize its assets to right-size its infrastructure, reduce its environmental footprint, incorporate leading-edge design, technology and space-use principles and practices, and decrease liabilities.

Through a series of strategic initiatives, the University has identified several critical action items including:

●        Establishing and reporting on institution-wide space and utilization benchmarks
●        Establishing a framework for infrastructure investment decision-making
●        Adopting, reporting, and projecting space needs based on the Council of Ontario Universities (COU) space formulas
●        Updating standards and space planning criteria for a variety of space types included laboratories, classrooms, and offices/workspaces

Master Plans as outlined in this RFP will:

●        Help the University plan for growth as outlined in Shape: The University Strategic Plan 2023-2033 and further articulated in the Integrated Enrollment Growth Plan (see Reference Documents #1 and 2)
●        Implement space optimization initiatives, in alignment with the principles and goals of the Integrated Asset Management Strategy (IAMS) and priorities in Built for Purpose: The University’s Strategic Campus Plan (see Reference Documents #3 and 4)
●        Be a key campus planning tool, translating What We Build to How We Build It, that allows the University to anticipate its future space requirements using the University’s adapted version of the COU space formulas, complete high-level domino space planning across all campus buildings, and identify locations of key campus community nodes that flexibly accommodate multiple community uses such as food services, retail, recreation, student community, and informal study spaces (see Reference Documents #5 and 6)
●        Provide crucial long-term planning information and recommendations to inform future capital planning and general and functional space programs

PROJECT SUMMARY
The University requires consulting services for the oversight and preparation of up to seven (7) distinct and interrelated precinct Master Plans, broadly aligned with the University’s organizational groupings. These plans will integrate the principles and goals of IAMS as well as the priorities in Built for Purpose and guide space optimization decisions with the goal of growing enrolment to 60,000 students by 2033 while holding our existing space footprints.

The successful Proponent will:

●        Have experience in complex strategic campus planning initiatives with Canadian post-secondary institutions, preferably with U15 institutions
●        Lead pre-work to provide recommendations on the proposed Master Plan organization, structure and contents
●        Lead pre-work to establish a common vision and set of space planning objectives to be applied to all Master Plans, including completing consultation with university interest- holders
●        Provide oversight of the development of all Master Plans to ensure alignment between Master Plans, including final refinements to each Master Plan at the conclusion of the project. The Proponent may choose to sub-contract, joint venture, or partner given the quantity of work, unique requirements, and specialized expertise required for each Master Plan.
