Solicitation Objective

TheTexas Parks & Wildlife Department (“Owner”) issues this Invitation for Bids(IFB) to solicit bids from qualified firms to furnish all labor, equipment,tools, materials, and incidentals necessary to install new fuel stations onreinforced concrete foundation with a pre-engineered metal building structureat Gene Howe Wildlife Management Area , Hemphill County, Texas and Matador Wildlife Management Area, CottleCounty, Texas.

Owner reserves the right to award this solicitationbased on best value according to TGC 2155.074(b), as determined by Owner, withconsideration given to bids that best meet the desired scope of work andspecifications set forth in this IFB.  Allwork performed must be in compliance with existing federal, state and localcodes, statues and requirements.

Project Location

Gene Howe Wildlife Management Area is located at FM2266, Canadian, Hemphill County, Texas 79014.

Matador Wildlife Management Area is located at 3036FM 3256, Paducah, Cottle County, Texas 79248.

Project Scope

Furnish alllabor, equipment, tools, material and incidentals necessary in order to furnish all labor, equipment, tools, materials, andincidentals necessary to install new fuel stations on reinforced concretefoundation with a pre-engineered metal building structure at Gene Howe WildlifeManagement Area , HemphillCounty, Texas and Matador Wildlife Management Area, Cottle County, Texas perthe specifications provided herein.

All work shall be completed within 270 calendar dayscommencing on the date specified in the Notice to Proceed.

Pre-BidConference

The Texas Parks andWildlife Department will host a pre-bid conference at 2:00PM CST, APRIL 23, 2025.

Although the pre-bidconference is not mandatory, bidders are strongly encouraged to attend asimportant information regarding bid submittal requirements and an overview ofthe Project will be discussed. Failure to give proper consideration toconditions when preparing the bid will not constitute grounds for additionalcompensation.

Conference will beconducted using Microsoft® Teams. Registration is required to attend thepre-bid conference using the following link. You will receive a confirmationemail with a link to join the event, the day prior to the pre-bid conference.

SiteVisit

A visit to the project site is not mandatory, however, TPWD stronglyencourages potential bidders to view the project site and offers no guaranteethat the project site will be accessible to potential bidders at any time otherthan the time specified in this solicitation.

Site visits are accommodated during the operational hours of eachWildlife Management Area, Monday through Friday, during the regular businesshours of 8:00 AM CST – 5:00 PM CST. Contractorsmay contact Chip Ruthven for appointments, at (806) 492-3405.

PublicOpening of Bids

Bids will be opened virtually at 3:00 PMCST, MAY 13, 2025 using Microsoft® Teams. Bidders as well as the public mayjoin the meeting to observe the bid opening. Deadline for Receipt ofBids

Owner is requesting bids to perform all workrequired. Refer to Section 1.06 for submission instructions. The deadline for receipt of bids for theproject is as follows:

Electronic Submission of Bids

Bids will only be accepted from Bidders whensubmitted to the Owner using this the eBuilder® Bid Portal (bid portal) and no laterthan the date and time specified in the Invitation for Bids. Owner will not accept Bids that aredelivered by any other means.

To ensure that all documents are submittedbefore the deadline, Bidders are encouraged to log into the bid portal andsubmit a draft bid at least 24 hrs. prior to bid opening. Bids can be withdrawnand resubmitted until the bid opening time shown above. Owner is notresponsible for failure of electronic equipment or operator error.

Required Submittals

Bidders shall uploadthe required submittals by the Bid due date and time stated herein. Biddersmust submit all documents required by this solicitation. Failure to submit allrequired documents with acceptable bids and information meeting the applicablerequirements of those documents may cause Bidder to be deemed “non-responsive”and disqualified.
