This notice is a Combined Synopsis/Solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-25-2247709 and the solicitation is issued as a Request for Quotes (RFQ).

Set-Aside. Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-25-2247709 and the solicitation is issued as a Request for Quotes (RFQ).

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01, November 12, 2024.

The North American Industry Classification System (NAICS) code for this procurement is 325120, Industrial Gas Manufacturing, with a small business size standard of 1,200 employees. This is a restricted solicitation with a Total Small Business Set-Aside requirement.

The Vaccine Research Center (VRC) at the National Institutes of Allergy and Infectious Disease (NIAID) of the National Institutes of Health (NIH) is seeking a supply of Liquid Nitrogen (LN2) to have a bulk tank of LN2 filled to support the equipment requiring the LN2. The LN2 is used for cryogenic storage of critical research samples.

This requirement is for delivery of:

1. Liquid Nitrogen per 100 CU FT for del to bulk systems

Qty 35000 CC

1. Delivery – Estimate 52

Product and delivery specifications:

1. Bulk Nitrogen tank: Government owned


2. Size tank: 3000-gal tank


3. 24-hour access to fill the tank will be provided to the successful vendor. NOTE: Tank is located within a fenced tank farm next to the building loading dock.


4. Entry via Commercial Vehicle entrance secured and manned 24/7/365 will be required.


5. No signature is required for after-hours deliveries. Delivery ticket may be submitted.


6. 24-hour pre notification of delivery required to facilitate traffic access to facility.


7. Note that this is an existing tank with no telemetry. Has a large level gauge visible from outside the fenced area.


8. Purity requirement applies. The LN2 is used for cryogenic storage of critical research samples. Additional information may be supplied to successful vendor.

Payment Terms: Monthly in Arrears.

Period of Performance: December 23, 2024 – December 22, 2025

The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following: technical capability to meet the requirements and price.
