THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, INVITATION FOR BID OR A REQUEST FOR QUOTATION.
This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. The 377th Contracting Division intends to award a Firm-Fixed-Price contract for non-commercial services with only one source:

This will be in accordance with 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements for the procurement of Study Hydraulic Door/ Electrical at Building 27496 to identify any issues affecting the 15-hydraulic door mechanical, hydraulic, structural, and electrical systems and develop requirements/courses of action for the long-term, sustainable function of the hydraulic doors. Please refer to the attachments for additional information on the scope of this requirement.
A solicitation package will NOT be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All information submitted should support the offeror's capability to provide the services required in the Statement of Work documents which are attached. The Government will not reimburse any cost incurred for the information received from offerors. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services, not to exceed 5 pages. Responses submitted in person, fax or communicated by telephone are not acceptable and will not be considered.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. If no favorable responses are received by the date mentioned, a contract will be negotiated with the above-named source.
Per FAR 5.204, this also serve as a Pre-solicitation Notice for this acquisition.
