Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.
This is a request for quote (RFQ), and the solicitation number is 36C25026Q0102. The Government anticipates awarding a firm-fixed price five (5) year ordering agreement/ Blanket Purchase Agreement (BPA) resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars FAC 2025-06 (eff. 10/01/2025). The associated North American Industry Classification Code (NAICS) is 221310, Water Supply and Irrigation Systems.
The Department of Veterans Affairs, Network Contracting Office (NCO) 10, is soliciting quotes from all sources to supply potable water utility services for the Chillicothe VA Medical Center, 17273 State Route 104, Chillicothe, Ohio, 45601. Average usage is estimated at one-hundred-fifteen thousand (115,000) gallons per day with a maximum of five (5) million gallons per month. The Contractor shall operate and maintain its Water System in compliance with all applicable laws, rules, permits and regulations promulgated by any and all governmental authorities having jurisdiction.
Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information, along with any other documents necessary to support the requirements below.

All quoters shall submit the following: A completed schedule with pricing, adequate documentation detailing the capabilities of the product or service, and an estimated price of escalation for different CLINs (Contract Line Item Numbers) covering the anticipated five (5) year ordering agreement/Blanket Purchase Agreement (BPA). Offerors shall clearly identify any expected annual rate changes or adjustments applicable to each CLIN in accordance with their published utility rate schedules.
All quotes shall be sent to the electronically via email to DeJanee R. Evans at dejanee.evans@va.gov.
Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
The award will be made to the response most advantageous to the Government.
Responses should contain your best terms and conditions.
To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

Acquisition of Potable Water as a Utility
Performance Work Statement (PWS)
The Ross County Water Company, Inc. (Contractor) shall provide potable water to the following address:

U.S. Department of Veterans Affairs
Medical Center
17273 State Route 104, Chillicothe, Ohio 45601
The Contractor shall use the previously installed meter located at the U.S. Department of Veterans Affairs Medical Center property along Sandusky Boulevard. The water shall be supplied from a sixteen (16 ) inch ductile iron main line at 120 PSI minimum pressure and shall be softened to a maximum 150 PPM hardness and chlorinated to 1.0 1.2 PPM. The point of delivery shall be located at: Southwest corner of the VA Medical Center property in close proximity to Building 256 (former VA water treatment plant).
Average usage is estimated at one-hundred-fifteen thousand (115,000) gallons per day with a maximum of five (5) million gallons per month.
The Contractor shall operate and maintain its Water System in compliance with all applicable laws, rules, permits and regulations promulgated by any and all governmental authorities having jurisdiction.
Metering equipment shall be secured in the existing Master Meter Pit located at the Southwest corner of the VA Medical Center property along Sandusky Boulevard. The metering device shall be read on a monthly basis. An appropriate representative of the VA shall, at all reasonable times, have access to the metering device for the purpose of verifying the meter readings.
The Contractor will calibrate such metering equipment whenever requested by the VA but not more frequently than once every twelve (12) months, unless the VA agrees to reimburse the Contractor for the cost of such tests and calibrations. A meter registering not more than two (2%) percent above or below the test result shall be deemed to be accurate. The previous readings of any meter disclosed by testing to be inaccurate shall be corrected for the three (3) months previous to such tests. If any meter fails to register for any period, the amount of water furnished during such period shall be deemed to be the amount of water delivered in the corresponding period immediately prior to the failure, unless the Contractor and VA agree upon a different amount.
