Description:

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of qualified Consultants to establish one (1) or more fixed fee, open-ended contracts for Building Condition Evaluations services in support of the County’s Capital Improvement Program requirements on an “as needed” basis. The number of contracts will depend on the number and quality of the proposals received with a maximum of three (3) contract awards. Capabilities of the Consultant shall have the following characteristics:

A. Ability to provide building condition evaluations to unique and functional County sites.

B. Provide detailed and fully comprehensive building condition evaluation assessments.

C. Building assessments may address energy efficiency, building envelope design, and survey of various building systems and operation.

D. Present approach and descriptions of proposed evaluations to Community and End User groups.

E. Provide superior building construction evaluation services.

Pre-Proposal Conference:

An optional Pre-Proposal Conference will be held virtually using Microsoft Teams on May 7, 2026, at 11:00 a.m.

BUILDING CONDITION EVALUATIONS
1.0 PURPOSE
The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia
(County) to obtain the services of qualified Consultants to establish one (1) or more fixed
fee, open-ended contracts for Building Condition Evaluations services in support of the
County’s Capital Improvement Program requirements on an “as needed” basis. The
number of contracts will depend on the number and quality of the proposals received with
a maximum of three (3) contract awards. Capabilities of the Consultant shall have the

2.0 COMPETITION INTENDED
It is the County's intent that this RFP permits competition. It shall be the Offeror's
responsibility to advise the Purchasing Agent in writing if any language, requirement,
specification, etc., or any combination thereof, inadvertently restricts or limits the
requirements stated in this RFP to a single source. Such notification must be received by the
Purchasing Agent not later than fifteen (15) days prior to the date set for acceptance of
proposals.
3.0 BACKGROUND INFORMATION
The County has on-going requirements for professional building condition evaluation
consultation services to support various projects to construct, maintain, improve, or expand
its facilities. It is the intent of this solicitation to obtain professional building condition
evaluation services on an as needed basis to support the County’s Capital Improvement
Program excluding school construction. The County’s Capital Improvements Program is a
component of each fiscal year’s Adopted Loudoun County Budget. The adopted County
Budget can be found at https://www.loudoun.gov/2857/Current-Budget .
The County’s Department of General Services is tasked with maintaining County occupied
Facilities so that occupants have a safe, secure, and appropriate environment in which to
conduct County business. Building components and systems degrade over time due to
age, environmental factors and the amount and type of use. When degradation reaches a
certain point, it is imperative that components or systems be renovated or replaced.
Periodic building condition evaluations are the standard for determining timely renovations
or replacements. This process allows for an orderly work schedule and identifies funding
requirements for future years. Furthermore, it is important for operational reasons that
buildings operate as designed so that County services can be provided without interruption
that might be caused by component or system failures.

4.0 OFFEROR’S MINIMUM QUALIFICATIONS
4.1. Offerors must demonstrate that they have the resources and capability to provide
the materials and services as described in Section 6.0 herein.
4.2 Debarment: By signing and submitting a proposal, Offerors certify that they are not
currently debarred by any local or state government or the Federal Government.
5.0 SCOPE OF SERVICES/TASKS TO BE PERFORMED
All proposals must be made on the basis of, and either meet or exceed, the requirements
contained herein. All Offerors must be able to provide professional expertise in each of the
service groups for which they desire consideration for selection.
The services to be provided by the Consultant shall include, but not be limited to, the following:
5.1 General Scope of Services:
A. A purchase order must be issued for each task prior to the start of work. The
purchase order shall constitute the notice to proceed, unless otherwise
indicated.
B. Individual tasks may require Consultant to provide the supervision, manpower,
materials, equipment and supplies necessary to complete any of the services
outlined below and/or in Attachment 1, “Building Condition Evaluations Detailed
Scope of Services”.
C. All services shall be performed in compliance with industry standards and all
federal, state, and local laws, ordinances, and regulations including State
Health Department, Virginia Uniform State Building Code (USBC), Virginia
Occupational Safety and Health Agency (VOSHA), and Occupational Safety
and Health Administration (OSHA) rules and regulations.
D. The services to be provided under this Contract shall include, but not be limited
to, the following:
1. Evaluations, investigations, analysis, recommendations, cost and time
estimates, testing, reports, studies, designs, preparation of
construction documents (including drawings in latest Auto Computer
Aided Design (AutoCAD) version and specifications), field inspections,
and investigation.
2. Professional involvement throughout all phases of the Project,
including, but not limited to, development of programs, preparation of
reports, periodic progress reports/meetings, preparation for and
participation in briefings and presentations to staff groups, citizen
groups, the County Board of Supervisors and federal or state agencies,
processing of invoices for services, timely processing of project
correspondence, Consultants’ requests for payment, and material and
equipment submittals.
3. Coordination with other County contractors.
4. Other types of professional and non-professional services of a nature
consistent with the intent of this RFP as directed by the County, such as
