NOTICE TO BIDDERS - CONSTRUCTION
COMPETITIVE SEALED BIDDING (IFB) for "BLDG 282 Motor Pool Lot Resurfacing, Kalaeloa, Oahu,
State of Hawai'i, Department of Defense, Hawaii Army National Guard, Job No. CA-202613-C" will be
issued and awarded by the Department of Defense, Engineering Office via Hawai'i Electronic
Procurement System (HIePRO). All bids shall be submitted and uploaded through HIePRO prior to
and no later than 2:00 P.M. HST on Friday, June 19, 2026. The record of each Bidder and their
respective proposal shall be open to public inspection by request for copies of bids. Late bids will not be
accepted after the due date and time or received in any other form than electronically through HIePRO.
Proposed Scope of Work consists of, but not limited to: concrete demolition, civil site work, prepping,
grading, and paving of approximately 235,000 sq. ft. of earth within the Kalaeloa parking lot.
Demolition: Cold plane existing pavement, excavate 3" of base.
Preparation: Survey and prepare grade with existing slope to ensure runoff locations as indicated
on drawings/specs.
Installation: Fill and compact 3" of base coarse, install tack coat, then install a layer of 3" State
Hot Mix Asphalt #3 as indicated on drawings/specs.
The estimated cost for the proposed work is between $2,5000,000 to $5,000,000 in State and Federal
funding and shall be completed within 230 consecutive calendar days.
A Site Visit/Pre-bid meeting will be held on June 9, 2026 at 2:00 P.M. The site visit will be held at 1922
Saratoga Ave, Kapolei, Hawaii 96707 with Jim Barbour and Rick Kurashima. Please email Mr. Kurashima
at rick.k.kurashima@hawaii.gov before June 8, 2026. to register for the site visit. All interested bidders
and sub-contractors are welcome, but not required to attend.
Bidders are advised that they should not wait until the last minute to submit their bid through HIePRO.
Bidders are solely responsible for ensuring that their electronic submission through HIePRO is complete
and all mandatory bid files are attached to their bid prior to the due date and time. The Engineering Office
shall not be responsible for any delay or failure of any Bidder to submit any materials updated through
the IFB process on a timely basis.
QUESTIONS AND REQUESTS FOR CLARIFICATION
Questions and Requests for Clarification regarding the Technical Specifications or any other aspect of
the IFB must be submitted via HIePRO by June 9, 2026. Responses are scheduled to be posted on June
10, 2026. The Department of Defense, Engineering Office shall not be required to answer Questions or
Requests for Clarification not submitted via HIePRO or received after the Questions and Requests for
Clarification deadline.
Bidders are responsible for checking for any addenda for this project. The addenda will be posted on the
HIePRO listing and at the State Department of Defense website at http://dod.hawaii.gov/hieng/

REQUIREMENT FOR CONTRACTORS LICENSING CLASSIFICATIONS
Due to the nature of the work contemplated Bidder must possess a valid State of Hawai'i Contractor's
license in the appropriate classification.
General Engineering Contractors holding an 'A' license and General Building Contractors holding a 'B'
license are reminded that due to the Hawai'i Supreme Court's January 28, 2002 decision in Okada
Trucking Co., Ltd. v. Board of Water Supply, et al., 97 Haw. 450 (2002), they are prohibited from
undertaking any work, solely or as part of a larger project, which would require the General Contractor to
act as a specialty Contractor in any area in which the General Contractor has no license.
Bidders are solely responsible to review the project requirements, determine the appropriate licenses
required, and ensure that they possess and that the Subcontractor(s) listed in their OFFER FORM
possess the necessary specialty licenses to perform the work for this project.
OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER
Submission of an electronic response to the State of Hawai'i constitutes and shall be deemed an offer to
sell the specified goods and/or services to the State of Hawai'i at the price shown in the response and
under the State's Terms and Conditions. The electronic response submitter certifies that he/she is
authorized to sign the response for the submitting vendor and that the response is made without
connection with any person, firm, or corporation making a response for the same goods and/or services
and is in all respects fair and without collusion or fraud.
CAMPAIGN CONTRIBUTIONS BY STATE AND COUNTY CONTRACTORS PROHIBITED
If awarded a contract in response to this solicitation, offeror agrees to comply with HRS 11-355, which
states that campaign contributions are prohibited from a State and County government contractor during
the term of the contract if the contractor is paid with funds appropriated by the legislative body between
the execution of the contract through the completion of the contract.
HAWAI'I PRODUCTS' PREFERENCE
In accordance with ACT 174, SLH 2022, effective June 27, 2022, Hawai'i Products Preference shall not
apply to solicitations for public works construction. Therefore, the Hawai'i Products Preference shall not
apply to this project.
RESPONSE TO THIS SOLICITATION
Only responses submitted through HIePRO shall be considered for award.
ADDITIONAL FEES AND CHARGES
Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or
any other charges associated with this solicitation in the price submitted.
TRANSACTION FEES
The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed
$5,000 for each award. This transaction fee shall be based on the original award amount and
the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor
administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of
receipt of invoice. The invoice is generated based on the date the award is posted.
VENDOR NON-COMPLIANCE
NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or
cancellation of award. If the vendor does not maintain timely compliance, which is the vendor's
responsibility, an offer otherwise deemed responsive and responsible may not be awarded.
State agencies may check for compliance at any time.

COMPLIANCE AND DOCUMENTATION
Vendors are required to be compliant with all appropriate state and federal statutes. Proof of
compliance is required through HCE or via paper documentation.

SECTION 01100 - PROJECT REQUIREMENTS
PART 1 - GENERAL
1.01 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: BLDG 282 / 1898 Motor Pool, Hawaii Army National Guard
(HIARNG), Kalaeloa Bose
B. Project Identification: Reconfigure and Resurface HIARNG Building 282 & 1898
Motor Pool Parking Lot, Kalaeloa Base, Oahu.
C. The Work includes
a. Earthwork
b. Bases
c. Pavements
d. Miscellaneous Construction
e. Materials
D. Perform operations and furnish equipment, fixtures, appliances, tools, materials, related
items and labor necessary to execute, complete and deliver the Work as required by the
Contract Documents.
E. The Division and Sections into which these Specifications are divided shall not be
considered an accurate or complete segregation of work by trades. This also applies to
work specified within each section.
F. Contractor shall not alter the Drawings and Specifications. If an error or discrepancy is
found, notify the Engineer.
G. Specifying of interface and coordination in the various Specification sections is provided
for information and convenience only. These requirements in the various sections shall
complement the requirements of this Section.
1.02 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of
language and the intended meaning of certain terms, words, and phrases when used in
particular situations. These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract
Documents is abbreviated and include incomplete sentences. Omission of
words or phrases such as "the Contractor shall," "as shown on the Drawings,"
"a," "an," and "the" are intentional. Omitted words and phrases shall be provided
by inference to form complete sentences. Words and meanings shall be
interpreted as appropriate. Words implied, but not stated, shall be inferred, as
the sense requires. Singular words shall be interpreted as plural, and plural
words shall be interpreted as singular where applicable as the context of the
Contract Documents indicates. Where devices, or items, or parts thereof are

referred to in the singular, it is intended that such reference shall apply to as
many such devices, items or parts as are required to properly complete the
Work.
2. Imperative mood and streamlined language are generally used in the
Specifications. Requirements expressed in the imperative mood are to be
performed by Contractor. Occasionally, the indicative or subjunctive mood may
be used in the Section Text for clarity to describe responsibilities that must be
fulfilled indirectly by Contractor or by others when so noted.
i. The words "shall," "shall be," or "shall comply with," depending on the
context, are implied where a colon (:) is used within a sentence or phrase.
3. Abbreviations and Acronyms for Industry Organizations: Where abbreviations
and acronyms are used in Specifications or other Contract Documents, they
shall mean the recognized name of the entities indicated in Gale Research's
"Encyclopedia of Associations" or in Columbia Books' "National Trade &
Professional Associations of the U.S.."
B. Terms
1. Directed: Terms such as "directed," "requested," "authorized," "selected,"
"approved," "required," and "permitted" mean directed by Engineer, requested
by Engineer, and similar phrases.
2. Indicated: The term "indicated" refers to graphic representation, notes, or
schedules on Drawings or to other paragraphs or schedules in Specifications
and similar requirements in the Contract Documents. Terms such as "shown,"
"noted," "scheduled," and "specified" are used to help the user locate the
reference.
3. Furnish: The term "furnish" means to supply and deliver to project site, ready for
unloading, unpacking, assembly, and similar operations.
4. Install: The term "install" describes operations at project site including unloading,
temporarily storing, unpacking, assembling, erecting, placing, anchoring,
applying, working to dimension, finishing, curing, protecting, cleaning, and
similar operations.
5. Provide: The terms "provide" or "provides" means to furnish and install, complete
and ready for the intended use.
6. Installer: An installer is the Contractor or another entity engaged by Contractor
as an employee, Subcontractor, or Sub-Subcontractor, to perform a particular
construction operation, including installation, erection, application, and similar
operations.
7. Submit: Terms such as "submit," "furnish," "provide," and "prepare" and similar
phrases in the context of a submittal, means to submit to the Engineer.

8. Engineer: The Engineer is Jim Barbour or delegated Project Manager from the
State of Hawaii, Department of Defense for this project.
9. Department: The Department is the State of Hawaii, Department of Defense.
C. Industry Standards
1. Applicability of Standards: Unless the Contract Documents include more
stringent requirements, applicable construction industry standards have the
same force and effect as if bound or copied directly into the Contract Documents
to the extent referenced. Such standards are made a part of the Contract
Documents by reference.
2. Publication Dates: Comply with standards in effect as of date of the Contract
Documents, unless otherwise indicated.
3. Conflicting Requirements: If compliance with 2 or more standards is specified
and the standards establish different or conflicting requirements for minimum
quantities or quality levels, comply with the most stringent requirement. Refer
uncertainties and requirements that are different, but apparently equal, to
Engineer for a decision before proceeding.
D. All make, model, manufacturer, and products called for are assumed to be followed by
"or approved equal or better," unless otherwise stated.
1.03 WORK SEQUENCE
A. To minimize the impact of the Work and ensure the continued daily operations of the
Hawaii Army National Guard, the Work shall be conducted in four (4) phases as
shown on the contract Drawings and generally described as follows.
1. Phase 1: Site work including excavating and curb demolition
2. Phase 1: Sloping and drainage analysis
3. Phase 2: Installation of sub-grade materials.
4. Phase 3: Installation of Asphalt
Once the Work, including that of individual phases, has started, it shall proceed without
interruption, until Work and/or the Work of the individual phase has been completed.
