REQUEST FOR INFORMATION
INTRODUCTION
The City of Puyallup, on behalf of the East Pierce Interlocal Coalition for Emergency
Management (EPIC-EM), is developing its requirements for a Regional All Hazard Mitigation
Base Plan and a minimum of eight (8) jurisdiction annexes. The Cities and Towns of
Puyallup, Bonney Lake, Sumner, Orting, Buckley, Wilkeson, Carbonado, and South Prairie
are partners in the EPIC-EM. Additional special service districts (for example: fire districts)
may be considered as annexes to the Regional All Hazard Mitigation Plan. Additional

The purpose of this Request for Information (RFI) is to gather information to assist the City
of Puyallup in formulating its requirements and identify qualified firms who are able to
meet our requirements.
The City of Puyallup is open to alternative ideas. Respondents are encouraged to provide
information about alternatives that can help the City of Puyallup better define its
requirements and obtain planning services solutions that will meet its needs.
BACKGROUND
The eight (8) EPIC-EM jurisdictions are currently annex partners to the Pierce County
Department of Emergency Management Region 5 All Hazard Mitigation Plan. The EPIC-EM
jurisdictions are currently waiting for completed annexes (for 2025-2030) to be approved by
their authorizing authorities. Their 2020-2025 annexes expired in November 2025.
The City of Puyallup is considering all options for a standalone Hazard Mitigation Base Plan
and jurisdiction specific annexes. Jurisdiction staff have experience with hazard mitigation
planning and envision assisting with this process. The City of Puyallup is also considering a
regional Hazard Identification and Risk Assessment (HIRA) and Threat and Hazard
Identification and Risk Assessment (THIRA).
PURPOSE OF REQUEST FOR INFORMATION
The City of Puyallup is assessing whether the use of a firm or consultants with specialized
hazard mitigation planning would provide a better means to obtain and analyze the
necessary information to complete a State and FEMA (Federal Emergency Management
Agency) approved hazard mitigation plan. The purpose of this RFI is to help the City of
Puyallup meet the original goals and recommended steps and tasks for developing local
hazard mitigation plans. The image below, from the Local Mitigation Planning Handbook,
June 2025, FEMA, is a high-level overview of what should be included in a local hazard
mitigation plan.
The City of Puyallup and partners will use this RFI to gather additional information to
understand the full scope of hazard mitigation planning, to include a regional base plan,
eight (8) local city and town annexes, and the potential for other special district annexes.
While this RFI focuses on hazard mitigation planning, the City of Puyallup remains open to
alternative ideas and considerations to meet the goal(s) of hazard mitigation plans as well
as a Hazard Identification and Risk Assessment (HIRA) and a Threat and Hazard
Identification and Risk Assessment (THIRA). Respondents are encouraged to provide
information about hazard mitigation planning and alternate methodologies that can help
the City of Puyallup consider potential options and assess whether solutions exist that
might meet its needs.
DESCRIPTION OF INFORMATION REQUESTED
All vendors with appropriate resources relating to the requirements set forth in this RFI are
hereto invited to submit a Capability Statement and contact information. The Capability
Statement should discuss the hazard mitigation planning capabilities to meet the potential
requirements, the hazard mitigation planning and plan requirements, and any other
specific and pertinent information that would enhance the City of Puyallup’s understanding
of the information submitted. This should include a hazard mitigation base plan, eight (8)
city or town hazard mitigation plan annexes to the regional plan, and the potential addition
of special district annexes to the hazard mitigation base plan.
The City of Puyallup is also considering a regional Hazard Identification and Risk
Assessment (HIRA) and a Threat and Hazard Identification and Risk Assessment (THIRA).
Respondents are encouraged to address the requirements and deliverables for a regional
HIRA and THIRA.
An estimated, nonbinding budgetary estimate should be included in the response.

accepted by the City of Puyallup to form a binding contract. Respondents to this RFI
are solely responsible for all expenses associated with responding to this RFI.
Public Disclosure of Proposals
Information submittals received by the City of Puyallup in response to the RFI become
public records and are subject to Chapter 42.56 RCW, the Public Records Act.
Respondents should clearly identify in their information response any specific information
that it claims to be confidential or proprietary. Upon receipt of any information submittals,
submittals shall be available for inspection and copying by the public. If the City of
Puyallup receives a Public Records Act request to view the information so marked in the
respondent’s information submittal its sole obligations shall be to notify the Respondent
(1) of the request and (2) of the date that such information will be released to the requestor
unless the Respondent obtains a court order to enjoin that disclosure pursuant to RCW
42.56.540. If the Respondent fails to timely obtain a court order enjoining disclosure, the
City of Puyallup will release the requested information on the date specified.
