Joint Hypersonics Transition Office 2025 Request for Proposals
Project No. 24-05
PURPOSE
The Joint Hypersonic Transition Office (JHTO) is seeking proposals to fulfill capability gaps identified in the JHTO Science & Technology (S&T) roadmap. Proposals should address the development and demonstration of subsystem prototypes, filling gaps in enabling science and technology, and exploring disruptive new technologies. Proposals should also address a clear path to operationalizing these technologies, with the ultimate goal of providing advanced capabilities to the warfighter. Successful prototype concepts will be testable in a ground- or flight-based environment. Software development efforts must be able to integrate and demonstrate capability using system-relevant hardware and flight conditions.
The Government will assess the solutions with the intent of awarding multiple project orders under the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Other Transaction Agreement (OTA) in accordance with 10 U.S. Code § 4022. In accordance with 10 U.S. Code § 4022 (f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures.

High speed Mach 3+ and hypersonics Mach 5+ refer to supersonic vehicles that provide numerous advantages from a military perspective. Hypersonic missiles can cover vast distances in a short amount of time, can maneuver within the atmosphere, and are more capable of defeating missile defense systems. These capabilities allow rapid response to emerging threats and provide a significant advantage over traditional ballistic missiles. However, challenging trajectories and aerothermal environments experienced by hypersonic missiles present many technical difficulties associated with their design, development, testing, and production. Likewise, defending against adversary hypersonic missiles is essential for future battlefield effectiveness.
The Joint Hypersonic Transition Office (JHTO) is seeking proposals to fulfill capability gaps identified in the JHTO Science & Technology (S&T) roadmap. The roadmap is aligned to the hypersonic system capabilities listed below. Proposals should address the development and demonstration of subsystem prototypes, filling gaps in enabling science and technology, and exploring disruptive new technologies. Proposals should also address a clear path to operationalizing these technologies, with the ultimate goal of providing advanced capabilities to the warfighter. Successful prototype concepts will be testable in a ground- or flight-based environment. Software development efforts must be able to integrate and demonstrate capability using system-relevant hardware and flight conditions. The areas of interest to JHTO are described below and responses should respond directly to one or more of the topics.
